Job Title: Facilities Manager

Reports To: Director of Operations

FLSA Status: Exempt

Annual Salary: $80,000 , commensurate with experience


The Facilities Manager is responsible for overseeing the property maintenance program for multi-unit residential buildings across multiple locations. This position ensures that the quality and workflow of all maintenance activities are managed properly for efficient and safe operation. The role involves leadership, vendor management, compliance, budgeting, emergency response, and overall facilities oversight, aligning with Chicago Housing Authority (CHA) expectations.


Essential Functions and Responsibilities


Leadership & Team Management

• Oversee the interviewing, selection, and performance of all maintenance team members

• Ensure all communities are properly staffed for scheduled and unscheduled maintenance

• Manage professional development activities and training programs for team members

• Manage team performance and ensure they meet performance goals

• Enforce disciplinary actions including but not limited to terminations

• Analyze daily and weekly workload of team members and recommend adjustments

• Lead, train, and supervise a team of maintenance staff, ensuring high standards of work and fostering a positive, productive work environment


Compliance & Documentation

• Ensure compliance with Federal, State, and Local laws and regulations

• Ensure all maintenance is documented and provide necessary reports

• Review all site inspections and ensure any issues are addressed

• Attend REAC inspections at each site

• Participate in the walkthrough for exterior and interior shared areas with UPCS Inspectors

• Ensure properties comply with local, state, and federal safety regulations

• Implement safety programs and protocols for staff and residents


Budget & Resource Management

• Design, implement, and track inventory; recommend inventory tracking systems

• Assist with the annual budget by providing all maintenance and capital expenditures

• Review, meet, and coordinate with independent contractors

• Ensure contractor work is completed according to company standards

• Assist with budget creation and management for maintenance operations, ensuring cost-effective solutions and compliance with financial constraintsProject Management

• Assist with the procurement of new buildings and review maintenance needs

• Develop the scope of projects

• Attend vendor pre-bid meetings and walkthroughs

• Recommend appropriate vendors for projects

• Participate in all required maintenance meetings

• Conduct regular property inspections to ensure compliance with safety regulations

• Identify maintenance issues and ensure the property is always in excellent condition

• Develop and implement a comprehensive preventative maintenance program to extend the life of the building's systems and reduce emergency repairs


Emergency Response & Resident Relations

• Be on call for emergency situations such as water leaks, electrical issues, or HVAC failures

• Coordinate timely responses to minimize disruption for residents

• Address resident concerns or maintenance requests in a professional and timely manner

• Ensure all issues are resolved promptly and to residents' satisfaction


Other Duties

• Must be available for building emergencies and coordinate team response and repairs

• Perform other related duties as assigned


Qualifications and Skills


Experience & Education

• 5-8 years of experience in all aspects of building maintenance, building systems, and

construction

• Experience in budget management and contract management

• Experience in project management

• Proven track record of training and supervising maintenance teams


Technical Skills

• Strong knowledge of preventative maintenance, mechanical equipment, and HVAC

systems

• Strong knowledge of workplace and resident safety programs

• Proficient in MS Office and Yardi


Other Requirements

• Valid driver's license with the ability to travel to multiple sites

• Ability to keep all business-related information confidential

• Excellent verbal and written communication skills

• Ability to collaborate effectively with team members

• Ability to communicate updates on issue resolution to internal and external contacts

• Spanish language skills a plus
