In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC. Program background The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project. As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP) to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services. Purpose of the Role: The Permitting / Environmental Compliance Manager will play a key role in ensuring the project adheres to all environmental, regulatory, and permitting requirements throughout its lifecycle. The successful candidate will oversee the coordination, implementation, and monitoring of compliance with federal, state, and local permits, regulations, and project-specific environmental commitments. This position requires strong organizational skills, attention to detail, and the ability to work collaboratively across multiple disciplines to ensure the project’s environmental stewardship and regulatory obligations are met. What You'll Be Doing: Permitting and Regulatory Compliance Lead the management and tracking of all project permits, approvals, and regulatory requirements, including compliance with National Environmental Policy Act (NEPA) commitments. Ensure adherence to federal, state, and local environmental regulations, including those from agencies such as the U.S. Army Corps of Engineers, EPA, and New Jersey Departments of Environmental Protection (NJDEP) and New York State Department of Environmental Conservation (NYSDEC). Serve as the primary liaison between the project team and regulatory agencies to address permitting and compliance issues. Provide technical guidance and oversight to project teams, contractors, and consultants regarding permitting requirements. Monitoring and Reporting Develop and implement compliance monitoring protocols to ensure all project activities align with environmental commitments and permit conditions. Prepare and submit compliance reports to regulatory agencies as required by permits and project agreements. Maintain detailed records of all permitting and compliance activities, ensuring documentation is accurate and accessible. Collaboration and Communication Coordinate closely with engineering, construction, environmental, and legal teams to ensure permitting requirements are integrated into project planning and execution. Communicate permitting and compliance expectations to contractors and subcontractors, ensuring proper training and understanding of obligations. Proactively identify potential compliance risks and develop mitigation strategies. Stakeholder Engagement Work collaboratively with regulatory agencies, stakeholders, and community groups to address permitting and compliance concerns. Support public outreach efforts related to environmental and permitting aspects of the project. What Required Skills You'll Bring: Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resource Management, or a related field. Minimum of 5-7 years of experience in environmental permitting, compliance management, or related roles on large-scale infrastructure projects. What Desired Skills You'll Bring: Experience in permitting of Rail and Transit projects in the NJ and NYC area.
