National Environmental Policy Act Planner

Key Role:

Provides environmental compliance and environmental technical support related to the National Environmental Policy Act (NEPA) for federal government clients, applies advanced consulting skills, extensive technical expertise, and excellent writing skills. Leads and assists in the preparation of developing NEPA documentation, including programmatic or site-specific Environmental Assessments (EA) and Categorical Exclusions (CATEX). Comprehends environmental compliance requirements for various permits, including the National Historic Preservation Act (NHPA) under Section 106, Section 7 of the Endangered Species Act (ESA), or Section 4(f) of the Department of Transportation (DOT) Act. Interprets federal and state laws, regulations, and orders as they apply to environmental programs, implements policies and procedures to ensure reporting requirements are met, and performs technical reviews of infrastructure projects. Leads, participates, facilitates, and communicates with team and clients on all critical stages of the NEPA process and provides supervision, daily work direction, quality control, and oversight on project deliverables. Oversees and manages preparation of administrative records and prepares and monitors schedules and milestones to meet client requirements. Manages public involvement strategies and materials.

Basic Qualifications:

  • 3 years of experience with assessing environmental impacts and developing NEPA documentation

  • 3 years of experience in a scientific, engineering, or environmental field involving environmental impact analyses

  • Experience with resource consultations, such as Section 106, tribal, Section 7, and Section 404 in support of NEPA

  • Knowledge of NEPA, executive orders, laws, regulations, and policies throughout the NEPA process

  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements

  • Bachelor's degree in an Environmental or Science field

Additional Qualifications:

  • Experience leading NEPA document development from notice of intent to decision document

  • Experience with developing recommendations for the mitigation of adverse environmental impacts or other measures to avoid confrontation or regulatory delays

  • Experience with stakeholder engagement, including working with the public, NGOs, community partners, and decision-makers 

  • Ability to think critically, multi-task, and working closely with a team to execute project activities under strict timelines or deadlines

  • Ability to write, edit, and format complex documents using Microsoft Word 

  • Ability to use SharePoint and Microsoft Teams in a collaborative environment

  • Ability to prepare and deliver presentations using Microsoft PowerPoint

  • Possession of excellent written and verbal communication skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $60,400.00 to $137,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
