Product Owner, Lead

Key Role:

Lead the continuous improvement of a new, integrated Contracts Lifecycle Management (CLM) solution to support the evolution of business needs and technical capabilities. Engage with stakeholders across the organization to inform the product vision, strategy, features, and backlog prioritization. Maintain responsibility for leading discussions with the business to elicit system improvements, translate functional requirements into technical specifications, and devise the best technical solution for integrations and configurations to ensure system operability and scalability. Develop and maintain detailed project plans, including scope, timelines, resource allocation, and risk management. Lead and manage a team of internal and external resources ensuring alignment with project goals and providing coaching and mentoring. Implement Agile software development best practices to maintain and modernize systems. Due to the nature of work performed within this facility, U.S. citizenship is required.

Basic Qualifications:

• 8 years of experience as a technical lead for contracts systems and solutions
• 8 years of experience as a full-stack ASP.NET developer, working with ASP.NET Core, MVC, C#, VB.NET, HTML5/CSS, JavaScript, Angular, and NodeJS
• 5 years of experience in Agile software delivery via Scrum or Kanban, and tools such as the Atlassian suite
• 5 years of experience with end-to-end development of NET applications, including Web API, Web Services, and Azure applications
• Experience defining product requirements, engaging in product specifications, and driving roadmap creation and execution
• Experience with software engineering development processes, including defining and executing to multi-sprint and sprint-level timeframes
• Ability to collaborate closely with the technical implementation team, functional stakeholders, end users, and various functional leads on developing and configuring system functionality
• Ability to clearly explain technical concepts
• Ability to function as a coach and mentor to team members
• Bachelor's degree in CS, IT, or Management Information Science

Additional Qualifications:

• Experience with programming languages C# and vb.net
• Experience using Microsoft Visio for architecture diagrams and data modeling
• Experience with database management in SQL Server, MySQL, or Oracle
• Experience with Icertis
• Knowledge of the Government Contracting process and regulatory requirements such as FAR or DFARS
• Knowledge of reporting tools such as Power BI or Tableau
• Knowledge of Azure Databricks, Data Lake, and Azure Storage
• Possession of excellent leadership, interpersonal, and organizational skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $99,000.00 to $225,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
