Occupational Title(s)- Program Coordinator represents the full performance level and is responsible for providing overall program management and coordination of a human services program by developing, coordinating and providing programs, resources and services to meet client needs. Employees plan and develop strategies for improving outcomes and implement human services programs. The Program Coordinator is distinguished from the Program Coordinator Supervisor by the latter’s responsibility for supervisory activities such as handling personnel issues and evaluating the work of others.
ESSENTIAL JOB FUNCTIONS:
Screens referral for required information, appropriate staffing, eligibility criteria and timeliness. Monitors implementation of service plans and results for ongoing cases to determine suitability of services, utilization clinical information. Communicates with the Family Assessment and Planning Team (FAPT) and the Community Policy and Management Team (CPMT) members, service provides, case managers, and family members, interprets and applies State and local regulations, polices, and the procedures related to the Children's Services Act.
Facilitate the Family Assessment and Planning (FAPT) and the Community Policy and Management Team (CPMT) members, service providers, case managers, and family members and schedules referrals for FAPT review and notifying Case Manager of upcoming reviews and documentation needs. Summarize the results of provider assessment at the end of the vendor's service to evaluate effectiveness of treatment resources. Provide summaries to help case managers in selecting service provides. Collects and evaluate data regarding number of youth/families service costs incurred, and the other relevant data. Review the impact of utilization management policies and procedures on the CSA process, on the services provide and costs incurred, makes recommendations for changes. Documents all CSA actions pertaining to each child in care; helps to main official records for each case. Assists with Child and Adolescent Needs and Strengths (CANS) administration and scoring in order to advise case managers and review CANS protocols. Assists with the evaluation of the effectiveness of programs to ensure cost effectiveness. Assist with administering inter-agency contracts. Monitors CSA program expenditures to ensure compliance with budge requirements and State guidelines; submits fiscal and statistical reports. Maintain familiarity with available resources, their strengths, weaknesses and criteria for service provision to assist case managers in making appropriate referrals and placements. Conducts site-based utilization reviews and communications with case managers, provide providers, FAPT/CPMT required activities. Review impact of Utilization Management (UM) policies and procedures on CSA process, services and cost incurred, makes recommendation for changes. Assists with the collection and dissemination of information on available services. Receives and responds to incoming calls.
VJCCCA program coordinator. The coordinator preforms administrative and direct service functions as it relates to the Virginia Juvenile Community Crime Control Act (VJCCCA). Administers and directs a variety of programs designed to provide service to court involved youth. Conducts yearly evaluations as to the effectiveness of the program. Respond to the court's requests for services in a timely manner. Be present in court when required. Develop sites for community services. Maintain case documentation. Provide supervision of cases placed on electronic monitoring. Meet with youth and families to promote compliances with programs. Ensure adequate services are provided on local basis with accountability in budgetary spending.
Employee must be willing to work disaster related assignments, including emergency shelter duty, in the event of a natural disaster.

Knowledge of the policies, procedure, and activities of the City and or departmental practices as they pertain to the performance of duties related to the position of Comprehensive Service Act Coordinator.

Skilled in professional social work and demonstrates the ability to facilitate, coordinate, and supervise related programs administered by the City Social Services Department.
Ability to perform administrative tasks in overseeing the activities of the Comprehensive Services Act Program.
Ability to accurately assess client needs. I able to facilitate, attend, and provide staff support.
Ability to provide support to ensure appropriate application of State and local regulations.
Ability to prepare various reports and statistical reports.

Minimum Qualifications:
Require a valid driver's license and must pass drug and criminal record check.
Preferred Qualifications:
Bachelor's degree in the Human Service field with 3 to 5 years of experience in the same or any equivalent of combination of education, training, and experience which provides the requisite knowledge skills, and abilities for this job.
