JOB SUMMARY:

Under limited supervision, performs administrative tasks to oversee the activities of the Children's Services Act (CSA) Program. Tasks include assessing client needs, facilitating, attending and providing staff support, and assessing service contracts with private and public vendors. Assists in implementing a system of site-based utilization review; provides support to ensure appropriate application of State and local regulations. Implements and summarizes results of provider assessments; assists with the preparation of various reports and statistical records. Reports to the Children's Services Act Coordinator.

ESSENTIAL JOB FUNCTIONS:

Screens referrals for required information, appropriate staffing, eligibility criteria and timeliness. Monitors implementation of service plans and results for ongoing cases to determine suitability of services, utilizing clinical information. Communicates with the Family Assessment and Planning Team (FAPT) and the Community Policy and Management Team (CPMT) members, service providers, case managers, and family members. Interprets and applies State and local regulations, policies, and procedures related to the Children's Services Act.

Assists with the facilitation and provision of staff support to the Family Assessment and Planning Team (FAPT) and the Community Policy and Management Team (CPMT) members, service providers, case managers, and family members. Assists with scheduling referrals for FAPT review and notifying Case Manager of upcoming reviews and documentation needs. Attends FAPT meetings in the absence of CSA Coordinator; assists the CSA Coordinator with the implementation of a system for site-based utilization review and communicates with case managers, private providers and FAPT/CPMT regarding utilization review activities. Assists with the implementation and summarization of results of provider assessments at the end of vendor's services to evaluate effectiveness of treatment resources. Provides summaries to help case managers in selecting service providers. Assists the CSA Coordinator in the collection and evaluation of data regarding number of youth/families service costs incurred, and other relevant data. Reviews the impact of utilization management policies and procedures on the CSA process, on the services provided and costs incurred; makes recommendations for changes. Assists with the documentation of all CSA actions pertaining to each child in care; helps to maintain official records for each case. Assists with Child and Adolescent Needs and Strengths Assessment (CANS) administration and scoring in order to advise case managers and review CANS protocols. Assists with the evaluation of the effectiveness of programs to ensure cost effectiveness. Assists with administering inter-agency contracts. Assists with monitoring CSA program expenditures to ensure compliance with budget requirements and State guidelines; submits fiscal and statistical reports. Maintains familiarity with available resources, their strengths, weaknesses and criteria for service provision to assist case managers in making appropriate referrals. Conducts site-based utilization reviews and communicates with case managers, private providers, FAPT/CPMT required activities. Reviews impact of Utilization Management (UM) policies and procedures on CSA process, services and cost incurred, makes recommendations for change. Maintains familiarity with available resources, their strengths and weaknesses and criteria for service provision to assist case manager in placement. Assists with the collection and dissemination of information on available services. Receives and responds to incoming calls. Assists with agency disaster response activities. Conducts and facilitates Family Partnership Meetings Participate in a shared on-call rotation after hours, weekends and holidays for the Family Services Division to include Child Protective Services, Foster Care and Adult Protective Services emergency response. Performs other related duties as required.

Employee must be willing to work disaster related assignments, including emergency shelter duty, in the event of a natural disaster or emergency.


REQUIRED QUALIFICATIONS:

Bachelor's degree in the Human Service field with 3 to 5 years of experience in the same; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Requires a valid driver's license.


KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of the policies, procedures, and activities of the City and or departmental practices as they pertain to the performance of duties relating to the position of Comprehensive Services Act Management Specialist.

Knowledge and understanding of the goals and objectives of the programs.

Knowledge of the terminology, principles and methods utilized within the department.

Knowledge of laws and ordinances affecting the provision of social services to clients.

Knowledge of the methods and techniques for development and administering programs.

Knowledge of the principles of supervision, and is able to effectively lead, motivate, and evaluate assigned staff.

Knowledge and proficiency of computers and software programs typically utilized in the position.

Skilled in assessing service contracts with private and public vendors.

Skilled in assisting in implementing a system of site-based utilization review.

Skilled in professional social work and demonstrates the ability to facilitate, coordinate, and supervise related programs administered by the City Social Services Department.

Ability to perform administrative tasks in overseeing the activities of the Comprehensive Services Act Program.

Ability to accurately assess client needs. Is able to facilitate, attend, and provide staff support.

Ability to provide support to ensure appropriate application of State and local regulations.

Ability to assist with the preparation of various reports and statistical records.

Ability to coordinate specific services provided by the department with overall responsibility for the daily activities and outcomes.

Ability to keep abreast of any changes in policy, methods, administrative changes, or related operations updates as they pertain to departmental operations and activities.

Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Ability to effectively communicate and interact with subordinates, supervisors, and members of the general public, and all other groups involved in the activities of the department.

Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.

Ability to use independent judgment and work with little direct supervision as situations warrant. Has the mathematical ability to perform required calculations.

Ability to read, understand, and interpret technical reports and related materials.

Ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

Ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.

Ability to read a variety of reports, informational and technical documentation, directions, instructions, and methods and procedures.

Ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech.

Ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

Ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
