POSITION DESCRIPTION
A & M is seeking a Proposal / Contracts Manager to join our team providing leadership and management supporting A & M’s portfolio of environmental and civil projects. This role is responsible for managing the proposal development process and contract administration functions to ensure compliance, accuracy, and efficiency in securing government and commercial contracts. This role involves overseeing proposal development, contract development and contract lifecycle management while ensuring adherence to company policies and regulatory requirements. The Proposal / Contracts Manager works closely with the VP of Business and Development, Director of Proposals and Marketing, and teaming partners as necessary to refine the Capture Plan and proposal strategy, as well as coordinate contractual obligations.
Requirements :
The successful candidate will be responsible for :
- Monitor a wide range of government / open-source platforms for business opportunities in selected market segments.
- Participate in the go / no-go discussions and decision-making process, providing input on proposal resources, scheduling, and contractual feasibility.
- Independently manage and coordinate all phases of the company’s proposal process, ensuring compliance with solicitation requirements and company policies.
- Read, interpret, and analyze RFP requirements, ensuring proposals are compliant, comprehensive, and compelling.
- Develop proposal strategies, including issues, features, benefits, and proofs, in collaboration with the VP and Director.
- Organize and manage proposal teams, ensuring alignment with overall business strategies and compliance with contract requirements.
- Develop compliance matrices and ensure fulfillment of all requirements throughout the proposal development effort.
- Assist with proposal writing and editing while identifying subject matter experts to contribute effectively to proposal responses.
- Oversee proposal production, logistics, and submission of final documents.
- Maintain and update resumes, project descriptions, and past performance databases in accordance with proposal close-out procedures.
- Lead proposal kick-off and review meetings, developing and maintaining proposal calendars and schedules.
- Develop targeted questions and interview technical and program staff to extract key information necessary for proposal development.
- Perform final quality checks of all proposal sections, ensuring compliance with RFP / solicitation requirements.
- Accept responsibility for the accuracy and consistency of all proposal sections and volumes.
- Manage post-proposal activities, including Final Proposal Revisions (FPRs), Evaluation Notices (ENs), lessons learned, client debriefs, and document archiving.
- Utilize prior knowledge and experience to provide guidance, training, and lessons learned for continuous process improvement.
- Works closely with the Director of Proposals and Marketing, improve, and streamline proposal and contract processes and procedures.
- Administer contract lifecycle management, including review, negotiation, modification, and closeout of contracts.
- Ensure compliance with federal, state, and local regulations, as well as company policies and procedures related to contract management.
- Identify and mitigate contract risks while ensuring contract terms align with corporate objectives.
- Assist in developing and negotiating teaming agreements, subcontracts, and vendor contracts.
- Serve as the primary point of contact for contract-related inquiries, clarification.
