Duties:
The Program Manager will:
- Oversee the operations and maintenance (O&M) of a major federal IT health system, managing schedules, risks, deliverables, quality standards, and regulatory requirements.
- Manage operations in AWS GovCloud, ensuring compliance with CMS security and accessibility standards.
- Implement and maintain DevSecOps pipelines for automation and continuous delivery.
- Coordinate with external vendors and contractors working on related CMS systems (e.g., Healthcare.gov).
- Ensure compliance with ACA provisions, HIPAA, and CMS standards.
- Must be able to attend client meetings at offices in Bethesda or in Baltimore
- Develop a Management Approach, Project Management Plan, Staffing Approach, Communication Approach, and Quality Assurance Plan
- Ability to manage a project that has a national Impact and visibility, time-sensitive body of work. Must ensure that deadlines are met for the needed functionalities.
- Identify, record, track, and correct issues and/or problems impacting the performance of this contract, including its deliverables and the timing of the deliverables.
- Ensure the technical team supporting the contract maintains a quality control plan that defines its approach, processes, and procedures for ensuring the quality and reliability of its products and services.
- Conduct an orientation meeting and briefing (Kick-off Meeting).
- Conduct weekly progress meetings and monthly status meetings to keep appropriate CMS staff and the COR informed of project status
- Support tasks related to transitioning in and out, including preparing any draft or final closeout reports.
- Prepare the monthly financial report in a format established by client requirement.
- Other duties as assigned.
Education:
- Master’s degree in technical field to include information systems or computer systems.
Required Skills:
- Experience leading IT modernization initiatives that delivered measurable cost savings, process automation, and improved system performance in a federal or large-scale enterprise environment.
- Proven track record leading large-scale ($50M ) DME projects with a focus on IT modernization, operational cost reduction, and efficiency improvements.
- Expertise in leveraging cloud-based platforms, automation, and emerging technologies to drive cost-effective modernization in complex IT environments
- Strong background in Agile methodologies and DevOps practices.
Preferred Experience and Skills
- Prior experience leading contracts within HHS, specifically Centers for Medicare & Medicaid Services with successful outcomes.
- Experience leading contracts that involved supporting CCIIO and marketplace systems and deep understanding of marketplace workings.
