Role:

The U.S. Department of Agriculture (USDA) - Farm Production & Conservation (FPAC) has a requirement to provide Data Engineering, Administration and Data Warehouse services for new and existing information needs within the FSA, RMA, NRCS, and FBC agencies. These services will provide resources to analyze and support existing data analytics solutions, develop new solutions, and recommend how to modernize and enhance existing cloud-based data analytics systems and services essential for FPAC.

Duties: 

The Program Manager will:

  • Knowledge of the USDA FPAC mission areas, goals, and U.S. Department of Agriculture (USDA) - Farm Production & Conservation (FPAC) mission area, organizational structure, goals, and technical environments.
  • Familiarity with FPAC’s legacy Enterprise data marts, data warehouses, reporting databases and tools, and initiatives to migrate systems to FPAC Data Analytics Reporting Tools (DART), EDAPT (Enterprise Data Analytics Platform and Tools), and AWS GovCloud solutions.
  • Provide Development, Modernization, and Enhancement services support including the creation of new applications.
  • Oversee the operations and maintenance (O&M) to existing applications, enterprise data warehouse, data marts, other systems, etc. and managing schedules, risks, deliverables, quality standards, and regulatory requirements.
  • Utilize agile methodologies and best practices in software development and user experience/user interface (UE/UI) design to ensure the creation of intuitive and user-friendly data software solutions (e.g., desktop applications, mobile applications, and/or web applications).
  • Develop a Management Approach, Project Management Plan, Staffing Approach, Communication Approach, and Quality Assurance Plan
  • Ability to manage a project that has a national Impact and visibility, a time-sensitive body of work. Must ensure that deadlines are met for the functionalities needed.
  • Identify, record, track, and correct issues and/or problems impacting the performance of this contract, including its deliverables and the timing of the deliverables.
  • Ensure the technical team supporting the contract maintains a quality control plan that defines its approach, processes, and procedures for ensuring the quality and reliability of its products and services.
  • Conduct an orientation meeting and briefing (Kick-off Meeting).
  • Conduct weekly progress meetings and monthly status meetings to keep appropriate staff and the COR informed of project status.
  • Support tasks related to transitioning in and out, including preparing any draft or final closeout reports.
  • Prepare the monthly financial report in a format established by client requirements.

Key activities include, but are not limited to:

  • Collaborating with other teams within the organization to collect requirements and to devise and implement data strategies, build data models in accordance with Government approved milestones, and assess stakeholder needs and goals.
  • Translating business requirements into functional databases, data warehouses, and data streams.
  • Providing engineering support to assist in report and data migration from legacy systems to FPAC Data Analytics Reporting Tools (DART), Enterprise Data Analytics Platform Toolsets (EDAPT), and other Contractor provided Cloud Solutions delivering analytics solutions more effectively and efficiently, as well as loading and maintaining data.
  • Leading, collaborating, and developing a strategic approach to data planning with a focus on roadmaps for data, analytics, AI/ML, and theoretical data modeling as needed.
  • Leading and supporting the development of data, analytics, and AI/ML systems. The development process will include but not be limited to requirements gathering, data analysis, design, construction, unit and integration testing, support to certification testing, and support to production deployment.
  • Analyzing, planning, and defining data architecture frameworks, including security, reference data, metadata, and master data.
  • Developing a data management strategy, processes, and procedures comprised of, but not limited to, data requirements, data collection methods, data integration, data harmonization, data ontologies, storage architecture, and data governance.
  • Translating business functional requirements into technical data requirements that will support automated business applications and business intelligence systems.

Education:

  • Master’s degree in a technical field including information systems or computer systems.

Required Skills:

  • Must have at the minimum 7 years of experience managing IT programs, preferably within federal health agencies.
  • Familiarity with USDA FPAC systems, including FPAC Data Analytics Reporting Tools (DART), Enterprise Data Analytics Platform Toolsets (EDAPT) and AWS cloud environment and toolset.
  • Strong background in Agile methodologies and DevOps practices.
  • Prior experience working on FPAC information technology programs with successful outcomes.
