Duties and Responsibilities:
- Manage and support project team members, confirm understanding of roles, review performance, and support training for growth.
- Provide leadership to development team and customers on solutions and coding, facilitate decision making, and provide technical guidance.
- Conduct research and provide recommended solutions.
- Communicate with customers to ensure up to date alignments across environments.
- Lead overall content design, strategy and governance for Customer website end users, planning for short- and long-term continual improvements.
- Manage staffing and work with COR to onboard and offboard.
- Work with CO and COR to kick off new contract, review and confirm requirements, track requirements throughout the life of the contract.
- Ensure contractual obligations are met, discuss successes and issues with the customers and COR, work to determine solutions and resolve.
- Work with Product Owner (PO), Business Owner (BO) and other stakeholders to support strategic decisions.
- Respond to USDA audit requests with detailed information with fast turnaround on program historical and upcoming levels of effort, budget breakdowns, staff skill sets/technology capabilities, etc.
- Follow SAFe Agile approach.
- Apply a variety of technologies for the best solutions and performance.
- All other duties as assigned.
Experience Requirements:
- Experience in Drupal 10 and large public-facing Federal sites, including solving complex platform delivery challenges.
- Experience of User-centered design with external customers.
- Experience and understanding of SAFe® and Agile methodology.
- Experience with High Impact Service Provider sites (HISP Sites) in Federal such as with USDA
- Experience with and Understanding of the rural customer base.
- Experience with cloud migration, support, and development.
- Experience working with and briefing executive and senior leadership at agency and bureau level.
- User/customer experience testing expertise with large samples.
- Experience of Delivering work products conformant with the revised standards of Section 508 of the Rehabilitation Act.
- Understanding of experience with application of Executive Order on Transforming Federal Customer Experience and Service Delivery to Rebuild Trust in Government.
- Knowledge of DevOps Continuous Integration/Continuous Deployment (CI/CD) practices.
Technology/specialized skillsets including, but not limited to:
- Project and ticket system - Jira/Confluence.
- Drupal (front and back end), PHP, API's, HTML, JavaScript, Symfony, Vue.js, jQuery, React.js, ElasticSearch, Python, Docker, Rancher, azure, theming/pattern libraries, ANDI, SiteImprove, Google Analytics, Jira; Pattern libraries.
- USWDS principles, human centered design (HCD), content strategy, information architecture, UX, visual design, user experience research/analysis, SEO, HotJar, Optimal Workshop, Sketch, Invision, Adobe creative suite, design systems, etc.
