Role:
APV is seeking a Technical Business Development Associate to support our strategic growth efforts at the Centers for Medicare & Medicaid Services (CMS) and across the Department of Health and Human Services (HHS). This individual will play a critical role in identifying, evaluating, and shaping contract opportunities while leveraging their technical expertise and project management experience. The ultimate goal is for this candidate to transition into a Project or Program Manager role once APV secures new contracts.
The position reports directly to the Director of Federal Health Growth & Partnerships and will work closely with senior leadership, capture teams, and technical staff.
Duties:
The Technical Business Development Associate will:
Business Development & Capture Support
- Conduct market research to identify, analyze, and track upcoming CMS and HHS contract opportunities.
- Assess solicitations, RFIs, RFPs, and other procurement opportunities, evaluating technical requirements, compliance needs, and feasibility.
- Develop competitive intelligence, including incumbent analysis, potential teaming partners, and strategic positioning.
- Support capture strategy development by aligning APV's technical capabilities with agency mission needs.
- Assist in proposal development, contributing to technical solutioning, past performance write-ups, and staffing strategies.
- Monitor policy changes, funding trends, and emerging technology initiatives within CMS/HHS to inform APV’s business development approach.
Technical & Project Management Support
- Engage with technical teams to understand APV’s current and emerging capabilities, ensuring alignment with business development pursuits.
- Contribute to solutioning discussions, offering technical insights and project management expertise for new opportunities.
- Prepare technical briefings and white papers for federal clients, articulating innovative solutions that address CMS and HHS priorities.
- Support ongoing contract execution by assisting in program management activities, including reporting, deliverable tracking, and stakeholder engagement.
Networking & Relationship Management
- Attend industry events, conferences, and government outreach sessions to build relationships with key CMS/HHS stakeholders.
- Support teaming efforts, helping to identify and vet potential partners for federal contract opportunities.
- Engage with government contacts, contracting officers, and program managers to shape acquisition strategies and advocate for APV’s capabilities.
Education:
- Bachelor’s degree in Computer Science, Information Systems, Business, or a related field. A master’s degree is a plus.
Required Skills:
- 1-3 years of experience in federal contracting, technical business development, or project management, preferably within CMS or HHS.
- Strong understanding of government acquisition processes, contract vehicles, and procurement cycles.
- Technical acumen in IT solutions, cloud computing, emerging technologies, or data analytics.
- Ability to analyze technical requirements and translate them into actionable business development insights.
- Excellent written and verbal communication skills, with the ability to develop high-quality reports, briefings, and proposal inputs.
- Strong research and analytical skills, with attention to detail and the ability to synthesize complex information.
Certification:
- Project management experience (PMP or equivalent certification preferred).
