Position Summary:
We seek a skilled Financial Policy Analyst to provide critical support in financial management policy, risk management, and internal controls within a federal agency environment. The ideal candidate will understand DoD financial regulations, compliance standards, and operational assessments to ensure audit readiness and effective policy implementation.
Key Responsibilities:
- Revise and update the agency’s policy catalog to meet audit-ready standards and develop Programs of Action and Milestones (POA&M).
- Research, analyze, and interpret DoD financial management statutes and regulations to identify gaps and recommend corrective actions.
- Collaborate with business process owners to validate and draft financial management policies consistent with DoD and USG regulations.
- Support the Risk Management and Internal Controls (RMIC) program, including compliance assessments and Statement of Assurance (SoA) reporting.
- Assist in identifying and remedying compliance gaps through corrective action plans (CAPs) and POA&Ms.
- Develop and maintain internal control documentation, such as process control narratives (PCNs) and Standard Operating Procedures (SOPs).
- Conduct testing and assessments of internal controls, recommending improvements to strengthen compliance frameworks.
- Monitor and analyze SSAE 18 reports, identifying control deficiencies and assessing impacts on agency operations.
- Provide training materials and support to address stakeholder knowledge gaps.
- Bachelor of Science in Business or a Master’s Degree with a Business Concentration.
- 5-10 years of DoD operational assessment experience.
- 5-10 years of experience in DoD Inspector General (DoD IG), Internal Review (IR), or RMIC roles.
- Expertise in Enterprise Risk Management (ERM) and RMIC compliance.
- Strong knowledge of OMB Circular A-123, GAO Green Book, and DoD RMIC policies.
- Proficiency in developing and analyzing POA&Ms, CAPs, and compliance reports.
- Exceptional written and verbal communication skills, including technical documentation.
- Advanced proficiency in Microsoft Office Suite.
