FDOT Job 1250 Applications Development Analyst C - Advanced

Statement of Work (SOW) 1 Request for Quote Florida Department of Transportation State Term Contract No. 80101507-23-STC-ITSA 2 Overview 2.1 The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate.

Term : The contract term for this Staff Augmentation position is intended to be ASAP - 6 / 30 / 2025 , with possible renewal, based on excellence in work provided, need and budget availability.

NOTE : "Term " does not mean the awarded contractor or resource are locked in for the full year any contractor or resource may be terminated for cause, convenience, or funding during the contract term.

Candidate Submission :

FDOT is accepting up to one (1) candidate submission per vendor to fill one (1) Vacant position.

Rate Increase :

Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration.

Quote Evaluation :

Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The submission of additional work samples, or in person interview(s) may be requested at the discretion of the Department.

Face to Face Interviews :

At the hiring manager's discretion, interviews may be conducted via Microsoft Teams or in person.

Telecommuting :

For resources that do not reside within the Tallahassee area, 100% remote work is authorized. Selected candidate would be required to be onsite to onboard for a short period. The Department does not cover expenses (travel, food, etc.) related to onsite onboarding. Resources that reside within the Tallahassee area must work in the office Monday through Friday.

Work Hours

Flexibility to work hours between 7 : 00 AM & 7 : 00 PM Monday through Friday.

Conflict of Interest Statement :

To prevent any bias, unfair competitive advantage, conflict of interest, or the appearance of impropriety, Vendor employees must not have been directly or indirectly involved in the development of the Scope of Services or related solicitation documentation for which the Vendor is preparing a bid. If the Vendor employee worked in conjunction with the Department on the development of the solicitation document, the Vendor is disqualified from submitting a bid for this solicitation. The Vendor personnel assigned to other Department projects outside this Agreement, shall hold and maintain any confidential information that could benefit the Vendor on future solicitations in strictest confidence.

The Department will avoid Organizational Conflict of Interest through mitigation efforts in three categories :

A. " Unequal Access " wherein an unfair competitive advantage surfaces when a Vendor obtains information not generally available to other competitors, and where such information would assist them in winning the contract over their competitors.

B. " Impaired Objectivity " wherein a support Vendor is performing duties that involve assessing or evaluating itself or related entity.

C. " Biased Ground Rules " wherein the Vendor is writing the SOW, performing systems engineering, or providing technical direction efforts.

When submitting a response to an RFQ the Contractor shall submit with its response a signed Resume Self-Certification Form (Exhibit E) to the Department for each candidate included in the RFQ response. NOTES :

1. PDF is the only acceptable format for submission of the Exhibit F form. Forms submitted in JPG format will be disqualified.

3. Failure to upload a complete Exhibit E form, with all fields filled in, at the time of candidate submission will result in disqualification.

4 Scope of Services Expert Developer is a member of a full lifecycle agile development team. Develops custom software applications and databases, implements enhancements to existing systems, troubleshoots application issues, implements integration between applications, and implements and supports Off the Shelf software solutions. Must be able to make high-level design choices and implement solutions following technical standards, including software coding standards, tools, and platforms for the enterprise. Work directly with subject matter experts (SME) and other stakeholders to ensure solutions meet defined requirements. Will be involved, and work in concert with other team members, to analyze, design, implement, and test solutions. 5 Education Bachelor's or Master's Degree in Computer Science, Information Systems, or other related field, or equivalent work experience. 6 Experience

  • Five (5) years as a lead developer.
  • Eight (8) years of broad experience working with development technologies including Microsoft .NET (C#), ASP.NET / MVC, WCF / WebAPI, SQL Server, JavaScript frameworks (Angular, Durandal, Knockout, etc.), REST, XML, JSON, HTML, Python, GIS Frameworks, and CSS.
  • Experience with Scrum, SAFe, DAD, or other agile approach, highly desired.
  • Candidates with resumes reflecting extensive experience in updating legacy applications to service-oriented architecture will be given preference .

7 Primary Job Duties / Tasks The submitted candidate must be able to perform the following duties and / or tasks :

1. Work as a senior developer on various cross-functional application projects, ensuring that robust and scalable solutions are implemented. Collaborate with other team members and Subject Matter Experts to ensure solutions are implemented according to customer requirements.

2. Responsible for full lifecycle application development. Ensures code is written to implement the architecture and design such that it meets standards in terms of code quality and efficiency.

3. Fully unit test all solutions prior to User Acceptance Testing and implementation.

4. Initiate, drive and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported and delivered to the highest standards; align core .NET based platform development initiatives with Department development vision, strategy and deployment

5. Develop and apply knowledge of trends, relevant software development technologies and methodologies. 8 Job Specific Knowledge, Skills, and Abilities (KSAs) The submitted candidate must be able to apply specific knowledge, skills, and abilities in the following areas :

1. Skill in updating legacy applications to service-oriented architecture.

2. Knowledge of design patterns, performance issues and troubleshooting strategies.

3. Knowledge of development methodologies including waterfall and agile.

4. Skilled in the use of multiple development technologies including Microsoft .NET (C#), ASP.NET / MVC, WCF / WebAPI, SQL Server, JavaScript frameworks (Angular, Durandal, Knockout, and others), REST, XML, JSON, HTML, Python, and CSS.

5. Skilled in working with custom frameworks and templates.

6. Skill in architecting and deploying high volume, high transaction based, distributed and redundant web applications.

7. Skill with Microsoft SQL and other Relational Database Management Systems (RDBMS) including Oracle.

8. Skilled in verbal and written communication, interpersonal, conflict resolution, and customer service. 9. Ability to work effectively in a fast-paced, high volume, deadline-driven environment.

10. Ability to balance multiple demands and work both independently and as part of a team.

11. Ability to conduct complex systems analysis and translate user requirements into business solutions. 12. Ability to integrate research and best practices into problem avoidance and continuous improvement. 13. Ability to architect cloud-based applications leveraging PaaS (Platform as a Service) and IaaS (Infrastructure as a Service) offerings for leading vendors such as Microsoft Azure and Amazon Web Services.

14. Ability to lead technical teams in delivering web technology architecture, design, and implementation. 15. Ability to effectively work as part of a distributed development team.

16. Ability to display professionalism in dealing with all levels of management and staff.

17. Ability to exhibit creativity and resourcefulness at problem solving while collaborating and working effectively with others across varied disciplines.

18. Knowledge of OOP (Object Oriented Programming) concepts.
