Background : CTL and MML at the National Institute of Standards and Technology (NIST) use an in-house developed web-based workflow and financial management database instrumental to scientific project planning and execution. The database, named the NIST Admin Portal (NAP), was developed by combining the functionality of several programs including a Microsoft Access (MS Access) database using Visual Basic for Applications (VBA), Ruby on Rails programs, and Service Now applications to name a few. CTL and MML have partnered to continue the effort to build an end-to-end full-service workflow management, project financial planning, and real-time solvency tool. The tool combines the aforementioned applications along with some new programming in SENCHA and JAVA to create a fully integrated web-based application. CTL and MML require computer scientist / electrical engineer support to maintain full operation of the current capability while participating in a team that will continue developing the application to its fully desired potential. Currently there are 115 users in CTL and about the same in MML. 9 Skill set info Objective(s) : Support the following : Maintain day-to-day full operational capability of the NAP. Participating in a team that will continue developing the NAP to its fully desired operational capability.
Scope / General Requirements : The Contractor shall provide ongoing programming and database design support.
The Contractor shall provide all support for project oversight, administration, and technical execution of the contract.
Tasks / Specific Requirements : For the purpose of this statement of work, full functionality is defined as operation free from unanticipated programming breaks or faults that provides users with predictable and logical interaction with the software while maintaining integrity and accuracy of all data.
Task 1 : Help maintain the NAP to ensure full operational capability for day-to-day operations. Current development relies heavily on user feedback to catch errors. The contractor will debug coding and correct functionality based on user feedback and the CTL / MML programming team prioritization.
Task 2 : Help maintain the operational and development back-end structures.
Task 3 : Provide NAP support to NAP users in Boulder and Gaithersburg. Support shall be limited to Boulder or Gaithersburg operating hours (but not both). Support shall include responding to requests for support via phone or email within one (1) business day and resolving issues with already deployed NAP programming that prevents full functionality within one (1) business day.
Task 4 : Continue developing new capabilities for the NAP in JAVA / SENCHA according to the priorities outlined by the development team.
Task 5 : Participate as part of a development team that will combine capabilities from other programs developed by other units across NIST into the NAP aimed at providing NIST users an end-to-end full-service workflow management, project financial planning, and real-time solvency tool.
Task 6 : Report progress on the above tasks monthly.
