This contractor working as a Journey Level Technology Services Project Manager is responsible for planning, initiating, managing and delivering IT projects, including large, major enterprise projects that are vital to WSDOT program delivery and impact various business units throughout the state.

  • The Journey Level Technology Services Project Manager will produce project management deliverables that are acceptable to the Ferries TSD Senior Program Manager, the WSDOT TSD Assistant Director of Ferries IT, the Office of the State Chief Information Officer (OCIO), and business unit customers. Deliverables must comply with all WSDOT Technology Services Division standards for quality.
  • The Journey Level Technology Services Project Manager will be responsible for providing the project Steering Committee, the OCIO, Project Quality Assurance and the ETPMO with monthly project status reports and participating in all project meetings as required.
  • The Journey Level Technology Services Project Manager will be responsible for creating and maintaining project documentation as specified by the project's Senior Program Manager and the ETPMO.
  • The Journey Level Technology Services Project Manager will be responsible for providing the OCIO with monthly project status reports and participating in all project meetings as required.
  • The Journey Level Technology Services Project Manager will be responsible for responding to any OCIO Project Quality Assurance Monthly Status, Findings, or Suggestions.
  • The Journey Level Technology Services Project Manager will make calculated decisions, assessing information and risks available without overburdening resources.
  • The Journey Level Technology Services Project Manager will utilize appropriate project management methodologies and techniques as appropriate for the size and environment of the project, considering organizational constraints (e.g. staffing constraints). d. Work Requirements

Working with WSDOT Business Unit personnel, Subject Matter Experts and Project Teams, the Contractor will be responsible for the creation, maintenance, and submission of such Information Technology Project Management deliverables as :

  • Creation and maintenance of Project Charters
  • Creation and maintenance of Business Requirements Documents
  • Creation and maintenance of Requirements Matrixes
  • Creation and maintenance of Project Management plans and schedules
  • Creation and maintenance of the Project Staffing plans.
  • Creation and maintenance of Work Breakdown Structures
  • Creation and maintenance of Project Baselines and schedules
  • Creation and maintenance of Investment Plans
  • Creation and maintenance of Communication plans
  • Creation and maintenance of Risk management plan
  • Creation and maintenance of Issue management plan
  • Creation and maintenance of Change Control plans
  • Creation and maintenance of Organizational Change Management plans
  • Creation and maintenance of System Interface Requirements
  • Creation and maintenance of Data Conversion plans and schedules
  • Creation and maintenance of Test plans and schedules
  • Creation and maintenance of Implementation plans and schedules

    f. Acceptance Criteria

  • For the Journey Level Technology Services Project Manager, acceptance of all project deliverables will reside with the TSD Senior Program Manager, assigned project's Executive Sponsor, as well as the project Steering committee, the assigned Project Quality Assurance practitioner, the assigned OCIO representative, and the ETPMO.
  • As each phase of the assigned project is completed, the requisite documentation will be presented for review and approval to the appropriate reviewer(s). The materials will be reviewed and signed off by the appropriate project authority, or the Journey Level Technology Services Project Manager will be notified of what tasks must still be accomplished. Once approved, the project can advance to the next project phase.
  • All deliverables must comply with all WSDOT Technology Services Division standards for quality.
  • All work products, by-products, and services such as analysis documents, requirements documents, project charters, work plans, schedules, presentations, emails and other project related documentation are the property of WSDOT and will be turned over to the WSDOT TSD ETPMO Manager upon demand.
  • g. Additional Expectations

  • Work Schedule and Number of Hours : Monday through Friday, up to forty (40) hours per week. Daily starting time will be approved by the TSD Senior Program Manager. Overtime and / or weekend hours could be required for some implementation activities as determined by the TSD Senior Program Manager, but no overtime shall be paid.
  • Travel : Travel will be kept to a minimum and at the discretion of the TSD Senior Program Manager. Any travel within King County will not be billable or reimbursable. Any travel required outside of the said locations may be reimbursed at the then-current State travel rates if pre-approved in writing by the TSD Senior Program Manager.
  • Availability : Candidates must be available for work within two (2) weeks after notification of contract offer.
  • Contractor Work Products : All work products that are the property of WSDOT will be turned over to the WSDOT TSD Senior Program Manager upon demand.
  • Contractor Roles and Responsibilities :

  • The Journey Level Technology Services Project Manager agrees to adhere to all applicable Office of the Chief Information Officer (OCIO) Policies, Standards, and Guidelines in the execution of assigned duties.
  • Participation by WSDOT Personnel
  • The project's TSD Senior Program Manager will be responsible for assigning projects, tasks and daily supervision. The contractor will coordinate their work with the Lead Project Manager, other project team members, the business unit participants and WSDOT TSD. 9 Skill set info The following scope of work defines the activities, deliverables, and prerequisites associated with the delivery of the projects throughout all potential periods of performance. Specific duties include, (but are not limited to) :
  • Day to day Interaction with senior and midlevel managers of WSDOT business units, project stakeholders and consultants
  • Lead and motivate the project team in a positive manner.
  • Excellent written communication skills will be essential for documentation of the project, as well as in communicating various issues and meeting the customer's expectations.
  • Excellent verbal communications skills and clear, logical thought processes are essential to effectively lead a diverse team of IT professionals and non-technically oriented customers.
  • Maintaining open channels of communication between project teams, Subject Matter Experts, Stakeholders, and management.
  • Working with the business stakeholders, fulfil the business needs with the systems integration and implementation effort.
  • Using business requirements, leading the team in the definition and documentation of system functional specifications
  • Coordinating system requirements documentation
  • Organizing and coordinating the participation of user groups and other project support staff
  • Establishing user interest, support, and acceptance for the project
  • Soliciting the involvement of the stakeholders and other users in the creation and review of project deliverables
  • Creating the required project documentation as specified by the Technology Services Division ETPMO
  • Updating and maintaining the project work breakdown structure, requirements matrix and stakeholder matrices
  • Updating and maintaining the project issues log, risk log, and developing risk mitigation strategies.
  • Updating and maintaining detailed project work plans using the standard IT project management tools, Microsoft Project, MS Visio and MS Office)
  • Updating and maintaining project Work Breakdown Structures, resource plans, work schedules and budgets
  • Updating and maintaining project change control and issue / risk resolution processes and logs
  • Identifying, documenting, and evangelizing any changes to the project scope, schedule, or budget
  • Coordinating system Organization Change Management
