ABCD Assistant Director - Programs Boston, Massachusetts

The Assistant Director of Programs will be responsible for all aspects of the delivery of ABCD's federally, state, grant, and utility funded energy efficiency programming in both single and multifamily housing. This includes compliance with all program requirements and goals, supervision of program managers and their administrative and technical staff, oversight of program budgets, and the implementation of processes and systems required to support program delivery success. The Assistant Director of Programs will drive process improvements and efficiencies to achieve and monitor program KPIs. The Assistant Director will provide technical review and approvals as indicated. Will coordinate with the Assistant Director of Business Operations for payments, reporting, and contracting; with the Assistant Director of Customer Success on marketing & outreach, customer escalations and customer experience; and with the Deputy Director of Strategy & Implementation on new initiatives, requirements, and projects. This role reports to the Department Director.

Key Responsibilities

  • Direct the Statewide Single Family and Multifamily programs, including delivery by all vendors and sub-grantees.
  • Identify, prioritize & escalate gaps or risks impacting program delivery and coordinate cross-functional solutions in partnership with Assistant Directors, Directors, and Managers.
  • Supervise and direct program staff implementing single and multifamily work from referrals and assessment to final reporting, including Managers, Assistant Managers, Coordinators, and Field Project Managers.
  • Oversee program reporting, in conformance with funding source guidelines with backup data appropriate to funding source, ensuring proper backup paperwork and client files are maintained to meet relevant program requirements.
  • Provide regular program health status reporting to leadership including quantitative and qualitative data and metrics.
  • Participate in responses to Requests for Proposals on future funding opportunities that further the mission of the agency and goals of the department.
  • Develop and deploy short and long-term strategies with LEAN sub-grantees to ensure successful network performance.
  • Ensure successful implementation of new initiatives and requirements through statewide network.
  • Schedule, coordinate, and attend relevant meetings, trainings, and conferences related to energy efficiency programs.
  • Prepare materials for and participate in DOER Energy Efficiency Advisory Council (EEAC) and related committee work, state legislative briefings, and other activities as indicated.
  • Engage with utility funding sources on project and program matters.
  • Engage with external stakeholders on program delivery.
  • Collaborate with internal and external stakeholders on program and process evaluations.
  • Prepare reports and assemble data as required.
  • Anticipate needs and ensure appropriate staffing levels of program teams.
  • Ensure compliance with program requirements across all teams and functions.
  • Perform other related duties as assigned from time to time.

Skills, Knowledge and Expertise

  • Knowledge of Massachusetts building codes.
  • Ability to interpret and / or familiarity with state and federal conservation, energy, energy efficiency guidelines for retrofit activities.
  • Strong mathematical skills and strong attention to detail.
  • Excellent written and verbal communication skills.
  • Flexibility, initiative, and ability to work in a team required.
  • Ability to deal sensitively and effectively with individuals of diverse economic and cultural backgrounds.
  • Education & Experience

    A minimum of a Bachelor’s Degree in administration, social sciences, or related field and 5 to 10 years of work experience in program management.
