Summary: Under the direction of the BSA Officer, this position will be responsible for investigating and identifying alerting activity for possible Suspicious Activity Report (SAR) filings.  Research and determine if an alert require escalation to a case and then if a SAR should be filed.  Ensure all required filings, reports, reviews, audits and duties are completed and submitted timely, meeting all regulatory guidelines. Review, complete and file Currency Transaction Reports (CTR).  This position will be responsible for E-Filing Suspicious Activity Report (SAR)/Currency Transaction Report (CTR) and other BSA requirements within the Credit Union.

Essential Duties and Responsibilities:

  • Conduct CIP, KYC and transaction monitoring for Consumer/Business entity relationships and creating supporting documentation for review.
  • Investigates system generated and manual alerts for potentially suspicious reported activity, making a risk-based escalation recommendation and/or SAR recommendation and prepare supporting documentation.
  • Investigates potentially suspicious reported activity, making a risk-based SAR recommendation and prepare SARs supporting documentation for reporting.
  • Reviews Currency Transaction Report (CTR) submitted by branch for accurate information and works with branch to correct errors or obtain required information.
  • Files required regulatory reports and documents with the appropriate federal agency, including the filing of Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs) to FinCEN.
  • Reviews monetary instrument transaction logs; cashier checks, pre-paid cards, traveler’s checks, wires, and transfers (P2P) to detect anomalous activity that may warrant further investigation.
  • Understands and maintains a thorough knowledge of government regulations with particular emphasis on the Bank Secrecy Act and related regulations, policies, procedures, industry best practices, criminal activities and developing trends; including BSA, USA Patriot Act and OFAC.
  • Reviews potential OFAC matches to ensure compliance with OFAC clearing requirements for Specially Designated Nationals (SDN), Denied Persons (DPL) and Politically Exposed Persons PEP’s sanction lists. Clear OFAC false positive results received on wires, IAT, loans, new members and cashier checks.
  • Assists with reviewing daily and biweekly FinCEN 314(a) reports and investigates potential matches.  Clears false positive 314(a) matches. 
  • Provides day to day compliance assistance, support and information to all departments/functional units within the Credit Union.
  • Assists with the preparation for internal/external independent reviews or audits of the BSA/AML/OFAC compliance programs.  Participates in response to exam and audit questions and aids with corrective action of all related compliance deficiencies or violations when necessary.
  • Perform other duties as assigned.
  • Responsible for completion of applicable training and compliance on federal regulations and APGFCU policies and procedures as related to the duties of this position (Bank Secrecy Act, Information Security as examples, if applicable).

Qualifications:

  • EDUCATION:  Bachelor’s degree preferred or equivalent experience in BSA/AML related position. 
  • EXPERIENCE: A minimum of two years’ work-related experience in a BSA or compliance related position, preferably in a financial institution.  Direct experience with OFAC screening, CTR and SAR filing preferred.  Experience with Corelation Keystone core systems and/or Verafin BSA/AML software, a plus.
  • KNOWLEDGE, SKILLS, AND ABILITIES:  Sound knowledge and understanding of BSA/AML, OFAC and USA PATRIOT Act regulations.  Knowledge of financial institution rules and regulations; human relations, written and oral communications and organization skills; ability to work independently with a high level of initiative, and to research, and problem solve; Strong decision making, analytical and investigative abilities with attention to detail and accuracy; Proficient in Microsoft Office Suite (Word, Excel).
