Abilities, LLC is a Medicaid-funded provider agency licensed by the Missouri Department of Mental Health, Division of Developmental Disabilities (DMH-DDD). With a team of approximately 100 employees and an annual operating budget of $6 million, we proudly provide individualized residential and community-based supports for people with developmental disabilities. We are seeking a detail-oriented and strategic Finance Manager to take full ownership of the agency’s financial planning and performance. This key leadership role is responsible for developing, managing, and monitoring the full agency budget, ensuring financial sustainability, and supporting data-driven decision-making. The Finance Manager works closely with the Executive Director and management team to align fiscal resources with programmatic goals, ensuring that funding is maximized and all expenditures are tracked, compliant, and aligned with DMH/DD and Medicaid standards.
- Lead the development of the full agency budget, including projections for revenue and expenditures across multiple service lines and funding sources.
- Monitor and manage the agency-wide budget throughout the fiscal year, tracking actual performance against projections and adjusting as needed.
- Prepare timely and accurate financial reports for internal leadership and external stakeholders, including profit/loss statements, cash flow analyses, and budget-to-actual comparisons.
- Analyze financial trends and provide leadership with strategic insights to guide growth, efficiency, and sustainability.
- Maintain a detailed general ledger and oversee accounts payable and receivable.
- Ensure fiscal compliance with all applicable federal, state, and DMH/DD contractual obligations, including MO HealthNet/Medicaid funding requirements.
- Coordinate and prepare documentation for annual audits, cost reports, and fiscal monitoring reviews.
- Support the development of rate models and funding proposals in collaboration with program and executive staff.
- Maintain and enforce internal financial controls to safeguard assets and ensure the integrity of financial data.
- Stay informed of changes to state and federal fiscal policy impacting Medicaid-funded services, including rate changes and audit expectations.
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field (required)
- CPA or MBA (preferred but not required)
- Minimum of 2 years of experience in financial management, preferably in a Medicaid-funded healthcare or human services setting
- Demonstrated experience in developing and managing agency-wide budgets
- Must be highly proficient in Microsoft Excel and QuickBooks
- Strong knowledge of Missouri DMH/DD financial regulations, funding structures, and cost reporting practices
- Excellent communication skills, with the ability to clearly present complex financial information to non-financial audiences
- Strong organizational skills and attention to detail
- Ability to work independently and collaboratively in a fast-paced, mission-driven environment
