POSITION DESCRIPTION SUMMARY

ABNA is seeking a Vice President of Transportation Engineering to lead project delivery within the highway, bridge, rail, transit, and aviation sectors. This role involves providing multi-sector leadership to guarantee Transportation engineering subject matter, technical deliverables of infrastructure projects and programs are delivered with a level of quality that meets or exceeds acceptable industry standards for design, safety, and functionality. Responsible for Subject Matter Expert (SME) innovation and administration, ensuring corporate compliance with all Local, State, and Federal engineering, construction, and safety regulations, and providing strategic and consistent direction to address current and future challenges in a large-scale and multi-faceted business organization.

Leadership and Strategy

  • Provide strategic leadership for the design, implementation, and administration of engineering discipline projects and programs.
  • Drive the overall long-term strategy, growth, and pipeline development of ABNA’s engineering work, focusing on infrastructure opportunities across planning, design, and program management.
  • Oversee and align the internal vision and mission for the engineering discipline with ABNA’s business operations strategy.
  • Represent ABNA at industry forums and act as a liaison with Federal, State, and Local Agencies, clients, and subcontractors.
  • Develop and maintain high-level business contacts to identify opportunities for ABNA’s engineering services.

Project Management and Technical Oversight

  • Lead large-scale and complex civil engineering projects, ensuring timely and quality delivery.
  • Supervise project planning, including budget preparation, resource allocation, and performance monitoring.
  • Oversee technical aspects of contract negotiation, presentations, and meetings.
  • Drive the use of advanced engineering techniques and practices to deliver future-ready solutions.
  • Interpret and summarize data from reports and complex projects to provide sound engineering and regulatory conclusions.

Business Development

  • Pursue and develop business opportunities in infrastructure sectors, securing contracts for large-scale projects.
  • Lead and contribute to the preparation of proposals, bids, and client presentations. * Cross-sell ABNA’s capabilities to existing and potential clients to expand the company’s footprint.
  • Foster relationships with clients and stakeholders to enhance ABNA’s reputation and secure repeat business.

Operations and Financial Management

  • Ensure the profitable performance of projects by monitoring hours, expenses, and budgets.
  • Drive accountability for financial metrics across the engineering discipline to meet profitability goals.
  • Supervise subcontractors, contract work, and employees to optimize project execution and resource allocation.
  • Manage performance metrics to ensure projects remain on schedule and within budget.
  • Generate a minimum revenue at three times the labor cost of the department

Compliance and Standards

  • Drive compliance and accountability with Federal, State, and Local engineering/design/construction laws, codes, and regulatory requirements.
  • Ensure all projects maintain necessary certifications, accreditations, and client value ratings.
  • Oversee the integration of ethical decision-making, environmental sustainability, and safety standards within all project phases.

Staff Development and Growth

  • Lead engineering discipline meetings and provide continuing educational opportunities for staff.
  • Mentor and provide performance guidance to managers and staff, fostering professional growth.
  • Encourage innovation and quality improvement within the team through training and process optimization.
  • Develop a robust leadership pipeline by mentoring staff for higher responsibilities.
  • Collaborate across disciplines to foster teamwork and enhance overall project quality.

Required Qualifications

  • Bachelor’s Degree in Civil Engineering, or closely related discipline.
  • 15 years of relevant post education experience in engineering, civil and infrastructure design.
  • MO Professional Engineer license required (multi-state preferred).
  • Advanced proficiency with transportation engineering principles, practices, process, design/build, standard of care, and the application to permitting and project work-related issues.
  • Extensive advanced proficiency with infrastructure design.
  • Advanced knowledge of relevant transportation construction laws, codes, regulations, compliance practices, and record-keeping requirements, and the business impact upon the organization.
  • Demonstrated ability with establishing, implementing, and managing multiple larger-scale discipline-related programs, documents, projects, and practices for a line(s) of business.
  • Excellent leadership and interpersonal communication skills with the ability to manage staff, and effectively, persuasively, and tactfully interact with employees at all levels of the organization.
  • Strategic lateral thinking and strong analytical skills with attention to detail and prioritization of responsibilities in a pressure work environment.
  • Ability to elicit cooperation from a wide variety of sources, including senior management, clients, and company-wide staff, including those with whom no formal hierarchical relationship exits.
  • Strong ability to quickly adapt to change and demonstrate flexibility to a variety of schedules and hours to meet business needs.
  • Advanced knowledge and proficiency with office automation, discipline-specific design software, technology, math principles, predictive models, spreadsheets, and tools used in the corporate environment.
  • Proven track record of upholding workplace safety and ability to abide by ABNA’s health, safety and drug/alcohol and harassment policies. Occasional travel may be required depending on project-specific requirements
