JOB STATEMENT/SUMMARY
Abyssinian Development Corporation (ADC) seeks a Resident Services Coordinator (RSC), an individual who is caring, experienced working with low-income families, senior/elderly populations and persons with disabilities to work with residents at ADC's Ennis Francis site, a 220-unit affordable housing community in the Harlem Neighborhood of New York City. We are seeking someone who will lead the implementation and coordination of programs and services for families at Ennis Francis by creating trusting ties and safeguarding resident confidence with a goal of supporting residents in their desire to self-reliant. The RSC is to exercise discretion and independent judgment with respect to fulfillment of the duties of this position. This position has oversight of a Quality Assurance Administrator ensuring the RSC is following the guidelines and directives of the American Association of Service Coordinators (AASC) and/or Operation Pathways.
The Quality Assurance Administrator will:
- Assist in the development of the service coordinator program at each housing community,
- Provide guidance on problem-solving methods and service coordination practices,
- Provide necessary training and orientation of the RSC, and ensure the service coordinator follows training guidelines, where required.
The RSC partners with residents to gather community input/feedback, conducts an annual property needs assessments, investigates local community resources, and coordinates the delivery of programs and services for residents. The RSC establishes partnerships with organizations to deliver on-site programming and like opportunities in the property’s community space or refers residents to services in the local community. The RSC is responsible for developing and supporting program goals at the site level and ensuring that reports and budgets (when appropriate) are completed and accurate. The RSC may be asked to assist with submissions of funding applications and monitor adherence to contractual agreements. The RSC will work in partnership with the site property management teams and tenant associations to assist with housing stability and to provide social services referrals to meet residents’ needs or desires. The RSC is responsible for managing programmatic outcomes as directed by the Quality Assurance Administrator.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Under the supervision of the Asset Manager and the Chief Operating Officer, the RSC is expected to perform each essential duty of this position in a satisfactory manner. The RSC is not to take action, contrary to the AASC and/or Operation Pathways guidelines, without the approval of the Asset Manager (or the Chief Operating Officer) and the Quality Assurance Director. S/he will be responsible for, but not limited to the following
- Coordinate services for residents that support positive personal development and improve quality of life, including counseling, crisis intervention, home visits, follow up reassurance phone calls, advocacy, information/referral, escorts, as needed and in- office meetings;
- Partner with residents as they work toward their individual goals and outcomes;
- Establish and maintain relationships with local service providers, schools, civic organizations, funding agencies, business partners and other community-based organizations;
- Design and deliver the resident Activities Program at Ennis Francis Houses as per NYCHA guidelines which includes the development of an annual events calendars, event flyers, planning and coordination of resident events.
- Collect, manage, report and analyze data on a monthly basis, and ensure accuracy and consistency with established data collection standards;
- Analyze effectiveness of programs using collected data and determine site-specific program needs in addition to regular program offerings;
- Conduct pre- and post-assessments as needed for internal reporting and external reporting (directed by contractual agreements);
- Manage contracts for third parties providing programs on site under RSC’s purview;
- Submit monthly reports and newsletters to direct supervisor;
- Participate in full staff calls and regional peer sharing calls with the Quality Assurance Administrator, meetings with the property manager (Ashton Management Inc.), meetings with direct supervisor, and meetings with members of the leadership team.
- Provide directed outreach, translation assistance, and other supports to residents.
- Manage site program budget, review monthly reports, and ensure accuracy in reporting;
- Ensure you report whenever any form of abuse (financial, physical, sexual, etc.) has been observed or is suspected, or when there is evidence of neglect.
Performance Factors:
- Attendance and Dependability. The RSC can be depended on to report to work at the scheduled time and is expected to complete assignments in a timely, accurate, and thorough manner.

The RSC works effectively and relates well with others including residents, leadership team, colleagues, property managers, and individuals inside and outside the organization. The RSC exhibits a professional manner dealing with others and maintains constructive working relationships.
- Leadership and Initiative. The RSC should demonstrate leadership and initiative in all areas of resident services at the property, including the development and execution of partnerships, projects, and programs.
Work Schedule: Monday to Friday 9:00 AM – 5:00 PM

Qualifications
Qualifications:
- The ideal candidate will have at least 2 years of human services experience and a minimum bachelor’s degree. Candidates without a bachelors should have 3-5 years of experience working in human services.
- Working knowledge of community resources, social activities, and service providers specific to families and senior citizens.
- Ability to work in a cooperative manner with residents, management, coworkers and the public; as well as the ability and willingness to accept and follow the directions of management.
- Strong organizational, verbal, written and interpersonal communication skills.
- Knowledge of eligibility and application requirements for entitlement programs for families and the elderly.
- Ability to work with a high level of autonomy.
- Computer literacy including ability to use Microsoft Word, Excel, and Outlook.
