QUALIFICATIONS
Clearance : Active TS / SCI
Education / Experience : Bachelors Degree in technical discipline with 10 years related experience.
Technical : Experience in cybersecurity engineering, compliance programs, risk management, and continuous monitoring. Ability to support high-level governance, technical oversight, and operational improvement initiatives. Familiarity with DoD cybersecurity frameworks, enterprise reporting systems, and compliance verification programs. Expertise in ISCM strategies, risk scoring methodologies, and emerging cybersecurity technologies.

RESPONSIBILITIES
Serve as a secretariat for the CS Engineering Review Group Governance Board, supporting monthly meetings to address technical challenges for DoD systems and networks, including NIPRNet hardening.
Research and maintain statistics on NIPRNet hardening projects, contributing to scorecard efforts and responses to queries from external stakeholders (e.g., White House, Congress, DoD Inspector General).
Provide day-to-day technical engineering support for critical mission infrastructure protection and secure information sharing with foreign partners.
Manage technical tasks related to the Cyber Security Mission Support of Defense Industrial Base Technical Architecture Working Group and data mining activities.
Conduct CS research to support strategies, policies, and technical solutions, focusing on NIST security controls and the Risk Management Framework (RMF).
Develop and implement CS metrics, dashboards, and scorecards to evaluate execution and performance of cybersecurity objectives, aligning with DoD directives and federal guidance.
Identify and aggregate CS metrics efforts across the DoD, promoting collaboration and leveraging academic and industry expertise.
Support transformation initiatives and portfolio management to enhance decision-making and cybersecurity program execution.
Design and support the development of a DoD CS compliance and verification program, incorporating data collection, technology solutions, and automated assessment methodologies.
Develop compliance reports, scorecards, and marketing plans to improve awareness and adoption of CS compliance initiatives.
Support the development and maintenance of the Enterprise Reporting Service (ERS) and Cyberscope systems to enable data collection, analysis, and visualization.
Provide subject matter expertise for institutionalizing continuous monitoring across the DoD, including risk scoring and situational awareness for defensive cyber operations.
Assist in the development of ISCM strategies, implementation plans, and data strategies.
Collaborate with stakeholders to enhance ISCM architecture, capability portfolios, and enterprise-wide implementation guidance.
Represent the DoD at the Federal CIO Council's Continuous Monitoring Working Group and deliver documentation and briefings to senior officials.
Support CS portfolio management, legislative reviews, and oversight activities, including program reviews and responses to Congressional reports.
Assist in managing taskers and Program of Work activities as outlined in DoD Instruction 8500 Cybersecurity.
Provide programmatic and performance evaluations for cybersecurity solutions, including capability gap analyses and decision briefings for senior leadership.
