ACES is seeking Human Capital Managers to support DoD CIO. Work requires ACTIVE SECRET CLEARANCE on 5 Year Contract that just stared in Oct with on-site office in the Mark Center. Work involves providing technical advice and guidance on an array of Cyber Excepted Service (CES) related Civil Service matters for DoD Component leaders, HR offices, and the general workforce. QUALIFICATIONS
- Clearance: Active Secret
- Education/Experience: Masters degree in field related to tasking with 15 Years of relevant experience
- Technical: 7 years of federal HR experience (preferably with DoD), demonstrating expertise in recruitment and staffing to support personnel system management and oversight of the CES. In-depth knowledge of Title 5, Title 10, and Department of Defense personnel policies.
- Experience as a civilian GS/GG-0201 in Recruitment and Staffing is crucial for this role.
- Must possess strong verbal and written communication skills to represent the interests and positions of DoD CIO. Advanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills

RESPONSIBILITIES
Recruitment and Staffing:
- Provide expert advice on the procedural and regulatory requirements governing the CES recruitment process.
- Assist and advise CES component stakeholders throughout the staffing process, tailoring communication to multiple audiences.
- Guide component points of contact (POCs) on the proper coding and processing of CES personnel actions using current automated tools, ensuring compliance with HR statutory and regulatory guidance.
- Review and verify justifications for the use of special salary rates, recruitment bonuses, retention allowances, and other hiring authorities.
Recruitment and Staffing Policy:
- Review and provide input on the development and revision of CES staffing-related policies and procedures. Develop CES supplemental guidance documents, issue papers, and other materials to support effective CES oversight.
- Research and evaluate the interrelationships between various federal personnel systems (e.g., GS, FWS, DCIPS, Demonstration Projects).
- Assist with program management, including the development of CES policies, guidance documents, and communication materials.
- Provide technical advice and guidance on CES-related HR matters to DoD Component leaders, HR offices, and the general workforce.
Additional Responsibilities:
- Support efforts to revise, develop, and publish DoD Cybersecurity Workforce Framework (DCWF) content in coordination with the DoD CIO and stakeholders.
- Research and draft responses to component inquiries. Assist in coordinating staff actions across the WID team. Support Government leadership in coordinating and communicating with stakeholders, including responding to emails, making calls, and interfacing with DoD personnel at all levels.
- Collaborate with other groups and offices to ensure joint efforts align with mission objectives.
- Maintain accountability for all assigned tasks. Prepare and support the development of briefings, multimedia presentations, white papers, and informational memoranda.
