TITLE: EXECUTIVE DIRECTOR
DEPARTMENT: ADMINISTRATIVE
REPORTS TO: ACHIEVE HUMAN SERVICES BOARD OF DIRECTORS
GENERAL SUMMARY
The Executive Director works in partnership with the board and the staff to provide leadership, vision, and direction for the Agency and to develop organizational strategy. The Executive Director implements policies approved by the board, manages the organization's programs and operations and represents the organization in the community.
MAJOR DUTIES/RESPONSIBILITIES
- Oversees the development, implementation, and evaluation of programs and services that support the mission and align with the strategic direction of the Agency.
- Standard: Annual report to Board of Directors regarding the status of programs relative to the goals established within the agency’s strategic plan.
- Supports the accounting staff in the development of the annual budget and monthly financial reports that contribute to financial decision-making.
- Standard: Annual budget, inclusive of capital plan, is prepared and presented to the Board of Directors prior to the commencement of the July 1, fiscal year.
- Oversight of human resources with development oversight of the Employee handbook and human resources manual.
- Standard: Human Resources report to the Board during each meeting the status of staff hiring, turnover and reasons.
- Standard: Financial reports presented to the Board during every Board meeting for review and approval.
- Oversight of Agency compliance with all local, state, and federal legal requirements and funding sources. Inclusive of annual risk, health, safety, quality and receiving reports.
- Standard: Annual Compliance report presented to Board of Directors
- Building positive primary relationships with partner organizations, policymakers, media and others, stakeholders by participation in community events and speaking engagement.
- Standard: Quarterly CEO Reports to Board of Directors that includes, but not limited to, legislative meetings/communications, media outreach, stakeholder relationships.
- Standard: All reports accomplished annually at a pre-scheduled Board of Directors meeting determined by the Board meeting schedule.
- Ensure that the Agency’s culture maintains a climate that attracts, maintains and motivates qualified staff.
- Standard: Annual CEO evaluation to address performance associated with strategic plan goals and deliverables, inclusive of employee fulfillment assessment.
- Hire and administer an effective management team with provision for succession.
- Standard: Agency annual business performance report addresses key management succession planning.
- With the support of board, chair, enable the board to fulfill its governance, accountability and oversight function and facilitate the optimum interaction between management and board.
- Standard: Management attendance and active participation during Board of Director meetings.
WORK ENVIRONMENT
1. Supervision
This position provides direct supervision of Senior leadership within the Agency inclusive of the Executive Assistant.
2. Confidentiality
This position involves exposure to all levels of information regarding the agency's strategies, client medical records, financial statements and state reports.
3. Mental Application and Responsibility
This position is responsible for enforcing and following all policies and procedures in all areas of the company's business and must exercise sound judgment and ethical standards in all areas of decision making.
4. Internal and Public Contact
This position involves interaction with employees, board members, clients and family members, community leaders, contract stakeholders, legislative leaders and lobbyists and various other community personnel.
5. Conditions and Equipment
Working conditions include administrative office settings, program settings and public meetings. Frequent travel, both local and out of country and state, is required.
Equipment operation includes general office equipment, computers, communication tools and motor vehicles.
QUALIFICATIONS
1. Education
Requires at a minimum a Bachelor’s Degree, preferably in business administration, management, health care administration or a social sciences field. A Master’s Degree in administration, management or a human services field is preferred.
2. Experience
Prefer a minimum of five (5) years’ experience in developing and negotiating contracts and budgets with federal, state, county, and/or other public and private entities; securing funding through grant writing and proposals; and demonstrating knowledge of State and Federal government funding models and reporting. Must be over 21 years of age.
3. Abilities
Must be able to communicate effectively and clearly, both orally and in writing, and utilize good organizational and time management skills. Must be able to demonstrate knowledge of licensing requirements.
DRUG-FREE WORK ENVIRONMENT
The Agency is committed to the development and maintenance of a drug free environment in accordance with the Drug-Free Workplace Act of 1988. Accordingly, the Agency will not tolerate any unlawful activity such as the possession, use, manufacture, distribution, and/or dispensation of a controlled substance on Agency-owned or controlled property. Any employee or client engaged in such prohibited conduct or convicted of a crime involving a workplace drug violation shall be subject to disciplinary action, up to and including termination. Under the Health Information Portability and Accountability Act of 1996 (HIPAA) and its implementing regulations, a Covered Entity under HIPAA is legally obligated to maintain the privacy of client health information that it creates or receives. The Agency recognizes the importance of keeping medical information confidential and is dedicated to meeting the HIPAA obligations. All information that we have about clients we consider to be confidential, and we maintain technical and administrative safeguards to protect against unnecessary use and disclosure of it. We expect our employees to respect our clients’ instructions regarding any incidental exposure to protected health information. We are committed to supporting our clients in their efforts to comply with both state and federal privacy laws.
OSHA
Everyone has the right to a safe workplace. The Occupational Safety and Health Act of 1970 was passed to prevent workers from being seriously harmed at work or killed at work, and the law requires employers to provide their employees with working conditions that are free of known dangers. The Act created the Occupational Safety and Health Administration (OSHA), which sets and enforces protective workplace safety and health standards which are maintained by the Agency. OSHA also provides information, training and assistance to workers and employers. Workers may file a complaint to have OSHA inspect their workplace if they believe that the Agency is not following OSHA standards or that there are serious hazards in the workplace. An injured worker may undergo a drug screening.
