POSITION TITLE: FEDERAL CONTRACT OPERATIONS MANAGER
DEPARTMENT: OPERATIONS
REPORTS TO: DIRECTOR OF OPERATIONS
GENERAL SUMMARY
Under the general direction of the Director of Operations, the Federal Contract Operations Manager provides management and oversight for all aspects of ACHIEVE’s federal government contracts and associated subcontracts of janitorial and grounds-maintenance in California and Arizona. The Federal Contract Operations Manager is responsible for the overall supervision of all facility services staff and subcontractor services, including contract pricing. In addition, the Federal Contract Operations Manager will maintain compliance with all Federal, State, and local municipalities standards and ensure quality, security, safety and confidentiality of Agency sensitive information.
MAJOR DUTIES/RESPONSIBILITIES
· Provides oversight of Administration functions of Federal Governmental Contracts.
o Oversees contract compliance for all Agency federal government contracts, inclusive of subcontracts, safety, security and quality.
- Maintain appropriate staffing levels by assisting Human Resources and Director of Operations with recruitment, selection, onboarding and training of staff.
o Responsible for onboarding, career development, training, and performance evaluations for Project Managers.
o Contribute to development of the Agency’s strategic plan and any deliverables directly related to the federal government contracts.
o Contributes to Agency annual budget-planning and ongoing accountability of revenue/ expenses.
o Ensure attendance in all mandatory management and board meeting when requested.
· Provides oversight of all Operations of Federal Government Contracts.
- Responsible for all communications, meeting attendance and quality operations reporting to Contracting Officer.
- Document all contract meeting and distribute to Director and CEO.
- Ensures that all Agency and Federal Government Contracts-specific training is maintained within the organization.
- Identifies and pursues potential growth opportunities within the federal government contracts.
- Must be able to perform Project Manager functions in their absence.
· Performs any other duties as assigned, inclusive of performing Director of Operations functions in their absence.
WORK ENVIRONMENT
A. Supervision
Responsible for the overall direction, coordination and evaluation of all Project Managers. Carries out supervisory responsibilities in accordance with the Agency’s policies and all applicable laws.
B. Confidentiality
This position is exposed to highly confidential staff and client and Agency information including personnel actions, financial status, and demographic information.
C. Mental Application and Responsibility
Ability to prioritize and organize workload, handles numerous tasks simultaneously, and works under pressure. Must be able to interact with people in person and on the telephone with tact, and discretion regarding confidential employment issues. Sound judgment, involving daily contact with employees, clients, supervisors/managers, local and state officials is essential.
D. Internal and Public Contacts
This position involves intensive interaction with staff, administrators, community leaders, and all Federal Government Contracting Officers.
E. Conditions and Equipment
Working conditions include office settings. Travel between sites is required.
F. Physical Demands
Equipment operation includes general office equipment, computers, communication tools, and motor vehicles.

A. Language (Communication)
Must be able to read, analyze, and interpret general technical procedures, governmental regulations, and governmental contracts. Must be able to write reports and business correspondence. Must be able to effectively present information and respond to questions from the President/CEO, clients, and the general public.
B. Mathematical
Ability to apply concepts such as fractions, percentages, and proportions to practical situations. Knowledge of computers and Microsoft Office Applications
C. Reasoning
Ability to define problems collects data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical form. Ability to visualize project processes to ensure the development of plans, and to meet deadlines and goals. Ability to recognize new problems as they present themselves and make immediate positive modifications.
QUALIFICATIONS
A. Education
Bachelor’s degree in Management and/or related experience and training required, or equivalent combination of education and experience.
B. Experience
Minimum of four (4) years of Federal contracting experience required.
Must be able to research, interpret, and apply new technologies to current and future project.
C. Other
Must be over 21 years of age.
Must possess a valid driver’s license.
Must be able to obtain a Level 1 Fingerprint Clearance Card.
Must be able to obtain valid certifications for Agency compliance within 90-days of employment.
Pass background check inclusive of Excluded Provider List System (EPLS) and the Health and Human Services (HHS) List of Excluded Individuals/Entities (LEIE).
DRUG-FREE WORK ENVIRONMENT

OSHA
Everyone has the right to a safe workplace.
