Responsibilities and Duties
Acquisition Policy Assistance:
- Reports: Run FPDS-NG reports on number of contract actions, obligations, and other data, such as Procurement Acquisition Lead Times (PALT) on a monthly and as needed basis to assist in responding to data calls. The Contractor shall assist in analyzing data within reports and in making recommendations for improving data points, as needed.
- COR Training: Ensure COR training documents are up to date, assist in training/guiding new CORs on the acquisition process.
- Contracting Training: Assist in resolving issues with training staff on the Procurement Desktop-Defense (PD2) contract writing system.
- Research and provide timely responses to PD2 inquiries within one workday of inquiry receipt unless additional time is approved by the COR or PCO.
General Pre-award Acquisition Support:
- Advise the PCO on emergent contract requirements and issues that will affect the milestones of the acquisition strategy.
- Research and review applicable policies, guidance, and regulations to support the customer and PCO in their decision making.
- Provide business advice and assistance to functional area technical experts, requiring activities, and other customers.
- Coordinate with leadership, staff, and other stakeholders to conduct analyses and recommend or develop courses of action.
- Provide 24-hour response customer services to stakeholders on requirement and contract inquiries, unless additional time is approved by the COR or PCO.
Requirements Review:
- Review requirements for accuracy and completeness and make recommendations for improvement where needed.
- Be prepared to draft sound and sufficient requirements, given customer input.
- The Senior Contract Specialist shall make recommendations to the PCO to ensure requirements are developed to meet a performance-based standard.
- Assist with analyzing and developing Independent Cost Estimates (IGE).
- Senior Contract Specialist shall conduct market research on emerging requirements, to include assessing industry capability to meet requirements and recommendations for contract and pricing structure to best meet requirements.
- Assist with performing and/or evaluating market research, trends, conditions, alternative sources, and technological advances as they apply to the program.
- Ensure documents are submitted in the proper format, as specified by the requestor.
- Assist with coordinating and assisting with the planning, preparing, executing, and maintaining of acquisition plans, and strategies.
- Provide recommendations to the PCO on contracting issues and identify alternative courses of action to satisfy specialized requirements and solve a variety of contracting problems.
- Draft contract administration documents, as requested by the PCO. Documents may include but are not limited to: Determinations & Findings (D&F), contract modifications, Justifications & Approvals (J&As) and Memorandums for Record.
- Draft solicitations for PCO review and approval.
- Ensure solicitations include applicable contract clauses, logical (Contract Line-Item Number (CLIN) structure), and all instructions are clear and concise.
- Assist integrated project team with reviewing procurement documents for accuracy, adequacy, and completeness.
- Drafting and refine source selection evaluation criteria given new information.
Source Selection and Price Analysis Support:
- Assist with evaluating proposals including but not limited to technical, past performance, and price evaluations in accordance with statute, regulation, policy factors established in the solicitation and the Source Selection Plan, as applicable.
- Assist with performing proposal adequacy determinations in accordance with FAR Part 15 guidance or other Parts of the FAR on Contractor proposals prior to initiation of reviews and provide recommendations to the PCO.
- Assist with the price and cost analysis and make recommendations to enhance the PCO's ability to effectively negotiate cost/price.
- He shall recommend negotiation positions for CLIN items evaluate pricing information to draft a price reasonableness recommendation for the PCO.
- Assist with recording findings and preparing Award Decision Documents/ pre/post-negotiation memoranda as required by law, regulations, guidance, and internal processes.
- The Senior Contract Specialist shall submit documentation in the proper format, as specified by the requestor.
- Assist with award activities to include collecting responsibility information; preparing award notices; distributing the award; processing requests for a debriefing.
- The Senior Contract Specialist shall assist the PCO and / or Contract Specialist (CS) advice on all phases of negotiation for contract modifications, change orders, supplemental agreements and delivery order processes.
Qualifications and Skills- Ten (10) years of military and/or civilian federal contracting experience.
- Bachelor’s degree in business related field.
- Experience conducting pre-award.
- Experience using Procurement Desktop Defense (PD2) to draft contract actions.
- Working knowledge of the electronic Procurement System (ePS).
- Advanced skills in the Microsoft Office Suite, particularly MS Word and Excel.
- Defense Acquisition Workforce Initiative Act (DAWIA) Contracting Level II - or - Federal Acquisition Certification in Contracting (FAC-C) Level II Contracting.
