AMIC Det 2, OL C (Tinker) awards and manages contracts in support of United States Air Force (AF) Air Combat Command (ACC), and its 16th Air Force Information Warfare (IW) mission and some legacy communications/IT mission portfolio for ACC/16 AF units. The Division is comprised of two acquisition branches, each supporting a Cyberspace Wing under the C-NAF and a Plans and Programs Branch supporting acquisition development, policy/compliance, Quality Assurance Program, and business systems. OL-C Det 2 primarily supports the 688th and 67th Cyberspace Wing’s Offensive/Defensive Cyberspace and Network Operations missions.
Division Description:
AMIC Det 2 is comprised of a dynamic group of contracting professionals collocated with 16th Air Force (formerly 25 AF), executing their unique intelligence surveillance and reconnaissance mission in support of war fighting COCOMS; all manpower positions are designated as special-sensitive due to the TS/SCI security clearance requirements. Additionally, AMIC Det 2 provides contract execution support for four ACC OL’s (ACC/A1, ACC/FM, ACC/A26 and ACC/A29) and the Joint Information Warfare Center co-located within the JBSA Security Hill Complex. Contract execution support of the intelligence enterprise is spread across the Security Hill complex at JBSA, 70 ISRW (located at Ft Meade, MD), 480 ISRW and 363 ISRW (located at Langley AFB, VA). Det 2 manages a total contracts portfolio valued at ~$2.2B. AMIC Det 2 OL provides contracting support to the Air Force Technical Application Center (AFTAC) and their $1B contract portfolio. AFTAC provides national authorities with quality technical measurements to monitor nuclear test ban treaty compliance and develops advanced proliferation monitoring technologies to preserve our nation’s security. AMIC Det 2 OL is dedicated to crafting optimal contract solutions and providing acquisition advice that results in tactical and strategic victories. The unit collaborates with AFTAC to develop strategic acquisition methods through an integrated process team to produce responsive and cost-effective acquisition outcomes.
Description of Position:
The Supervisory Branch Chief position is in the Acquisition Workforce Personnel Demonstration (AcqDemo) Project as a NH-1102-IV. However, as branch chief positions in both PKA and PKB are considered interchangeable, there is a potential to rotate between branch leadership positions in the future. PCS cost assistance is available, and a relocation bonus may be offered when/if applicable. Position Responsibilities:
- Leads a high-performing team of 15-20 contracting professionals ensuring a cooperative teamwork environment
- First level supervisor, but may also serve as 2nd level (need/organizational based); fosters the development of others by providing guidance or sharing expertise
- Recognized as technical/functional authority within and outside of the organization
- Assesses and provides strategic direction for resolution of mission critical problems, policies, and procedures
- Solves broad organizational issues. Implements strategic plans within and across organizational components
- Defines, integrates, and implements strategic direction for vital programs with long-term impact on large numbers of people, mission, or unit
- Manages workload, sets and adjusts short/long term priorities, tracks completion of work
- Optimizes, controls, and manages all resources across projects/programs. Develops and integrates innovative approaches to attain goals and minimize expenditures.
- Mission Focused Business Leader to mission partners, ensuring all aspects of acquisitions are considered including risk and incentives
- Represents AMIC through frequent interaction with senior members of the acquisition and mission partner communities (Frequently at the GS-15/O-6/SES level)
- May serve as clearance authority for actions within delegated limits
- Serves as contracting officer with unlimited contracting officer authority
- Seeks to remove impediments to commercial practices and competition, overcoming barriers to full and open competition whenever possible
- Understands and promotes socioeconomic programs to the maximum extent possible
- Responds to Inspector General, FOIA, General Accounting Office, and Congressional inquires
Desired Skills/Expertise:
- Qualified applicants must meet current 1102 career field qualification requirements
- Currently hold (or recently held) a USAF unlimited contracting officer's warrant
- Highly qualified applicants will possess:
- At least 5 years of contracting and source selection experience
- At least 3 years of supervisory experience
