Key Responsibilities
- Conduct site visits to Erie County dispatch centers to gather data regarding Police, Fire, and EMS dispatch and record management tasks.
- Collaborate with Erie County teams to develop a plan for consolidating current functionality across various software applications used by the 911 system.
- Identify opportunities for functional consolidation among the existing public safety dispatch systems.
- Create detailed Functional Requirements documents, including high-level descriptions and a breakdown of each proposed project.
- Ensure proper documentation is prepared for Project Managers and Software Engineers before software development begins.
- Work with stakeholders to define project scope, requirements, and deliverables.
- Communicate technical concepts and functional requirements clearly to both technical and non-technical teams.
- Experience: Minimum of 5 years working as a Systems Analyst, with a strong focus on public safety dispatch (Police, Fire, EMS) systems.
- Expertise in Public Safety Software: Extensive experience working with 911 dispatch software systems, particularly those related to Police, Fire, and EMS dispatch and record management tasks.
- Business Process Analysis: Proven ability to analyze, synthesize, and improve business processes, especially within the public safety sector.
- Documentation Skills: Ability to create clear, detailed Functional Requirements documents and other technical documentation.
- Collaboration: Strong interpersonal skills to work with a variety of stakeholders, including business users, technical teams, and project managers.
- Technical Tools: Proficiency in tools such as MS Office (Word, Excel, PowerPoint), and MS Visio for diagramming and process flow analysis.
- Site Visit Requirement: Willingness to conduct site visits to Erie County dispatch centers as needed.
- Education: Bachelor’s degree in Business, Information Technology, Public Safety, or related field.
- Familiarity with data modeling and experience with Oracle Data Modeler or similar tools is a plus.
- Knowledge of software development life cycles and project management principles, particularly in public sector projects.
- Experience with first responder systems and knowledge of the challenges specific to public safety dispatch environments.
