General Job Description

A full time, on site position in the city of Corpus Cristi Texas.

Responsible for overall management of  bridge related maintenance activities and asset condition reporting on the New Harbor Bridge cable stay structure including approaches and other structures on the project during the O&M Period.

  • Ensure the standards of the contract are met in a cost effective, safe and efficient manner. 
  • Review and comment on Inspection results provided by the client including concurrence or challenging of any maintenance recommendations. Responsible for incorporating findings into the repair work schedule to ensure timely and efficient maintenance and safety of bridge structures
  • Develop appropriate maintenance activities and schedule in accordance with contract requirements, industry standards.
  • Prepare and implement asset management and maintenance programs in accordance with approved operating guidelines and budget
  • Identify, initiate and direct problem-solving  and contingency planning. 
  • Maintain effective lines of communication within the project and management. 
  • Assist in the implementation and monitoring of Quality Assurance/Quality Control (QA/QC) procedures for maintenance projects. Responsibilities include reviewing project plans and specifications, conducting inspections, documenting findings, ensuring compliance with industry standards, and collaborating with the project team to address any quality issues and improve project outcomes

   

 

Support Harbor Bridge O&M Manager in managing the day-to-day operations and maintenance on the project overall which includes limited sections of highway at grade, including;

  • Supervision and coordination of the delivery of financial, budgetary and administrative services Planning, coordination and management of human and capital resources in order to meet key performance indicators and financial objectives.  
  • Manage response to critical issues relating to the delivery per standards and conditions specified in the contract.
  • Develop and maintain a relationship with the customer that reflects a partnership approach and demonstrates sound understanding of the customer’s needs.     Develops a customer service culture throughout the project.  Effectively resolves problems and concerns of the client. 
  • Responsible for auditing maintenance management plan documents, identifying areas for updates and corrections, and ensuring compliance with established standards. 
  • Organize, direct, manage and coordinate the project team members to build teamwork and ensure high performance.  Provide leadership and pro-active management and direction for a cohesive and sustainable team environment.  Drives the company values and ensures the values are incorporated into the development, management and performance of the team.  Seeks to develop employees professionally to include safety, quality, customer service and general business proficiency.  
  • Monitor financial performance, conduct financial analysis and prepare performance information and recommendations for incorporation into the periodic reports to management.
  • Monitor contract and project compliance with the company’s policies and procedures in relation to legal, financial, safety and administration matters.
  • Provide input into the development, review, negotiation and implementation of subcontractor and supplier agreements in order to gain the best possible return for the contract.
  • coordinate the development implementation and evaluation of a services business plan consistent with the identified needs of the client and contract.

 

Project Description

The New Harbor Bridge Project in Corpus Christi, Texas, replaced the existing Harbor Bridge with a new, longer cable-stayed bridge design, featuring a wider deck with dedicated bike and pedestrian lanes, significantly increased clearance over the ship channel to accommodate larger vessels; the project also includes upgrades to connecting roadways US 181 and the Crosstown Expressway. 

Essential Functions

  • Provide oversight and management of annual maintenance by the Stay Cable System supplier.
  • Assess incidents, weather events, inspection findings and the overall condition of the cable stay bridge to adjust and direct O&M activities, frequencies and schedules on a continuing basis. 
  • Ensure all relevant maintenance data is documented in the project's Maintenance Management System (MMS) and Bridge Information Model (BrIM) system.
  • Emergency Management: Implement emergency measures, assess damage, and provide or procure design plans for repairs 
  • Training Program: Familiarize staff and subcontractors with the owner's manual and provide specialized training related to the cable-stayed bridge.
  • Coordinate in planning and execution of bridge and roadway maintenance activities 
  • Quality Assurance/Control: Implement and monitor QA/QC procedures, review project plans and specifications, conduct inspections, document findings, and ensure compliance with industry standards.
  • Audit Maintenance Plans: Identify areas for updates and corrections, ensuring compliance with established standards
  • Prepare monthly, quarterly and annual reports 
  • Carry out cyclical (non-NBIS) maintenance performance inspections 
  • Act as the main point of contact between the project developer and project agencies regarding maintenance and operations of the cable-stayed bridge.
  • Attend meetings with project agencies to discuss maintenance and operational matters, represent the project developer at relevant events and functions.
  • Provide regular status updates on the maintenance and operations of the bridge to project agencies.
  • Ensure all maintenance and operations activities comply with relevant regulations and standards
  • Proactively respond to issues that impact on contract requirements and facilitate solutions in timely manner; share methodologies that will bring about improvements systemically. 
  • ·         Comply with Company Risk Management, Quality Assurance and Safety programs, policies, systems and procedures including federal, state and local legislations and statutory .  
  • Establish and maintain effective relations with the Client, subcontractors and suppliers, particularly those associated with bridge maintenance.
  • Oversee planning, estimating, procurement, and financial responsibilities to optimize cost/benefit 
  • Ensure overall safety of all project personnel.  Promotes a positive safety culture in the work place through personal example and by requiring full compliance of all safety policies and procedures.
  • Interfaces with designers, manages regulatory and Fire/Life/Safety approval process

Knowledge, Skills, Abilities

Advanced knowledge of bridge and structures maintenance, repair, and/or construction.  Must be able to adapt to a constantly changing environment.  Must be able to negotiate, coordinate and plan effectively.     Must possess strong problem solving and communication skills.  A well organized, self-directed individual with the ability to provide strong leadership.  Possess the ability to manage and organize multiple priorities, maintain a significant customer focus and positive customer service attitude.  Proficient computer skills (including proficiency in the Microsoft Office Suite and Microsoft Project environment.

This position requires a highly developed sense of safety awareness and perceptive ability. Must have the ability to recognize hazards inherent in routine and non-routine tasks and make adjustments to avoid loss, injury or accident. Must be able to communicate with co-workers safety instructions. Must be able to think clearly and focus on your safety in your immediate surroundings, while using tools and equipment, while driving or operating equipment. Will be required to wear Personal Protective Equipment (PPE) appropriate to your job. As a supervisor, you are required to lead by example; encourage co-workers and supervised employees to correctly use PPE; follow proper safety rules of conduct, take appropriate corrective actions, including the initiation of disciplinary action to enforce the use and observance of PPE and safety rules within your area of supervised responsibility.

Education and experience

B.S. Structural Engineering or related technical degree required

Texas Professional Structural Engineer license preferred

Work Experience:  minimum of 10 years of structures experience (cable stay preferred) on major projects including modernization or new construction; previous management/supervisory experience highly desired
