POSITION GENERAL SUMMARY :
Indigent Services helps provide temporary assistance to certain community members who qualify by helping pay for cremation, certain utilities, and rent. This position reviews applications for county assistance to determine eligibility pursuant to Idaho Code, and maintains detailed financial records of the Indigent Services Office, including collection of account balances on approved applications. The position is located in the Ada County Clerk's Office, Community Programs, Indigent Services Division.
DISTINGUISHING FEATURES OF THE CLASS :
Performs varied, moderately complex work under general supervision and according to pre-defined guidelines.

Essential Functions
- Conducts and documents sensitive fact-finding interviews to determine eligibility for Ada County Indigent Services pursuant to Idaho Code;
- Collects outstanding account balances on previous approved applications via phone, email and other correspondence;
- Acts as front-facing contact for the public in order to receive rental, utilities, cremation and some property tax, settlement, and trash hardship applications and communicate with applicants in person, over the phone, and via mail or electronic written communication;
- Documents and develops cases by gathering information from a variety of individuals and information sources;
- Communicates with landlords, family members and others to verify expenses, assets, income, and resources of applicants, i.e. rental, residency, employment verification, etc.
- Reviews applications and findings for completeness and accuracy;
- Determines eligibility for county assistance by interpreting and applying Idaho Code;
- Creates and presents written findings of cases for recommendation to the Ada County Board of Commissioners;
- Recommends and participates in development and implementation of policies and procedures for monitoring program utilization;
- Assists in the appeals process, including but not limited to assembling information and representing Ada County in appeal hearings;
- Prepares vouchers necessary to generate payments to approved vendor requests for payment;
- Checks invoices, vouchers, and statements received;
- Posts and balances revenue items and cash receipts to appropriate accounts;
- Audits bank statements;
- Records liens and runs case histories or reimbursement reports as required; Educates applicants on liens and reimbursement processes;
- Operates computer terminals or office equipment and personal computers for daily posting;
- Prepares correspondence in conjunction with the investigation;
- Maintains records with a high level of accuracy, as records and expenditures are subject to annual audit.
