The Trial Court Administrator, Sandra Barrios, oversees all administrative responsibilities of the Fourth Judicial District. This includes responsibility for facilities management; serving as a liaison between agencies, the media, and the public; and developing and carrying out policies that enhance court system performance.

POSITION GENERAL SUMMARY

Administers one of the Treatment Court Program for the Fourth District Court, Ada County. The Coordinator may be assigned to the Drug Court, Mental Health Court or Veteran Court program. The Coordinator works under the supervision of the Treatment Court Manager. In coordination with the Judge presiding over the docket, the Coordinator sets the overall objectives and is responsible for planning and carrying out assignments and resolving conflicts. The Coordinator regularly provides informational updates regarding progress, issues, and needs of court program to the Treatment Court Manager and Trial Court Administrator.

Essential Functions

  • Serves as liaison between judicial system and treatment providers, law enforcement community, and other agencies that may have contact with the mental health, drug court or veteran courts;
  • Gathers and maintains statistical data regarding activity of the treatment court, treatment providers and recidivism rate of court defendants;
  • Serves as case manager;
  • Prepares reports required by the Idaho Supreme Court;
  • Works closely with the judge presiding over the docket and treatment providers to create programs and procedures for treatment, counseling, employment training, self-esteem building, and drug testing;
  • Surveys Treatment Court participants periodically and develops other methods of research and data to measure effectiveness of the Treatment Court programs;
  • Submits reports to the Trial Court Administrator and Treatment Court Manager as requested;
  • Develops and maintains written protocol and procedures for the operation of the Treatment Court;
  • Develops goals, objectives and strategies for Treatment Court programs;
  • Meets regularly with treatment providers to review programs, strategies and progress and to ensure standards are met during treatment;
  • Appears at Treatment Court proceedings as required by presiding judge;
  • Receives, receipts and monitors payment of fees by Treatment Court participants;
  • Identifies local resources for Treatment Court participants in the following areas : counseling, treatment, employment, pregnancy services, health services or other services needed for participants to successfully complete Treatment Court requirements;
  • Ensures that the program adheres to Treatment Court standards and guidelines for the State of Idaho;
  • Participates in program certification and peer reviews or other quality assurance programs;
  • Assists the judge presiding over the docket in resolving issues or problems relating to the Treatment Court Program;
  • Schedules and prepares agendas for regular Treatment Court committee meetings or meetings with other professionals related to Treatment Court activity;
  • Attends court and staffing meetings weekly and oversees the preparation of weekly staffing reports;
  • Mediates and resolves disputes between Treatment Courts, law enforcement, other agencies, treatment providers, and Treatment Court participants or others who may come into contact with the program;
  • Submits budget requests in collaboration with the Treatment Court Manager to be presented to the Trial Court Administrator;
  • Supervises administrative personnel assigned to the Treatment Court;
  • Develops or oversees the development of appropriate program brochures, literature, videos or press releases as approved by the Trial Court Administrator.

ADDITIONAL FUNCTIONS :

  • Supervise and direct activities of additional staff;
  • Speak at public events, professional meetings or gatherings, schools or other forums regarding Treatment Court activities;
  • Serve on committees or task forces as assigned by the Trial Court Administrator;
  • Travel in and out of state to attend meetings, participate in training or attend conferences;
  • Performs other duties as assigned.
  • Job Requirements

  • Bachelor's Degree from an accredited university in Social Science, Criminal Justice, or a related field of Management or Administration; or a combination of education and a minimum of five years of leadership experience in a treatment court;
  • Master's in Public Administration, preferred;
  • Previous management experience with duties including , budget preparation, personnel management and supervision of staff;
  • Knowledge of general management principles;
  • Knowledge of the Idaho criminal justice system;
  • Knowledge of administrative and supervisory skills necessary to manage small staff and to develop policy and procedure;
  • Skill in working with persons with mental illness;
  • Skill in communicating with culturally and economically diverse populations;
  • Skill in communicating both verbally and in writing;
  • Skill in using personal computers and software, such as Word and Excel;
  • Skill of setting up and tracking outcome measurements;
  • Ability to plan and prioritize work assignments;
  • Ability to exercise good judgment;
  • Ability to understand and follow verbal and written directions;
  • Ability to properly interpret and make decisions in accordance with laws, regulations and established policies;
  • Ability to maintain confidentiality;
  • Ability to maintain harmonious working relationship with employees, government officials and the public;
  • Ability to exercise tact and discretion in obtaining the cooperation of others;
  • Ability to present informational material in a public forum;
  • Ability to supervise college interns.
  • OTHER REQUIREMENTS :

  • Experience in community networking and resource development preferred;
  • This position may include some evening work as needed;
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.

  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
