About The Role
ASI is seeking a Program Manager to join our US team and focus on supporting programs in the Governance & Stability Practice.
ASI’s Governance and Stability Practice is responsible for supporting the design and delivery of our work focused on strengthening governance and enhancing stability around the world. The practice covers stabilization, countering violent extremism, countering disinformation, security sector reform, conflict reduction and humanitarianism under the stability focus and centre of government reform, local government reform, public financial management, anti-corruption and illicit financial flows, and civil society development and education under the rubric of governance. We place a strong emphasis on gender and social inclusion in all of our programming and have a particular focus on the Women, Peace and Security agenda.
We run some of the most exciting and impactful projects globally including a flexible governance facility in Iraq working with the Prime Minister’s office, a security, stabilization and governance project tackling the ISWAP/Boko Haram insurgency in Nigeria, security sector reform programs in Somalia, Palestine and Somaliland, a stabilization programme in Northern Mali and a community justice programme across much of the south of the country, as well as a major humanitarian programs in the MENA region.
In the last 18 months, the Governance and Stability practice has grown significantly, cementing ASI’s position as one of the leading providers of impactful programming in this space. Our work takes place in a range of fragile and conflict affected states as well as more and economically advanced countries.
About You
The selected candidate will support the strategic growth of ASI’s portfolio of projects with USAID, with emphasis on the Office of Transition Initiatives (USAID/OTI). This role will be an integral part of ASI’s USAID/OTI Program Management Unit, providing surge support to ASI programs with USAID/OTI, inclusive of both HQ and field-based assignments where required.
The Program Manager will support management of client contracts, project field operations, and coordination with HQ. They may also be required to complete field-based assignments focused on implementation of small grants portfolio, grants compliance, start-up, close-out, and other operational functions. The Program Manager will also have a significant role in the continuous improvement of home-office systems and in business development from capture through live phases. This position will report to the IDIQ Manager and will be based in Washington, D.C.

Tasks And Responsibilities
Program Delivery:
- Day-to-day project management from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors.
- Serve as ASI home office representative to USG clients as needed, including startup and closeout meetings; regular correspondence and ad hoc problem solving.
- Manage technical and program management resources and experts.
- Support project start-ups, closeouts and requests for surge support as needed (including travel).
- Monitor contract and team performance.
- Responsible for implementing and continuously improving project processes, including compliance.
- Quality assurance of project deliverables.
- Managing program financials including budget, forecast and revisions.
- Support business development including pipeline management, capture and live solicitations.
- Support proposal development, including technical approach, staffing, partnering and financials.
- Participate in scoping and information gathering (including travel).
Requirements
- A minimum of 4-7 years direct USAID project management and support experience, with a minimum of two years of experience working on OTI programs. Applications without the required USAID/OTI experience will not be considered.
- Substantial experience in managing international projects and extensive knowledge of donor regulations and policies (including AIDAR and FAR).
- Proven experience managing program financials and budgets.
- Excellent organizational and interpersonal skills.
- Ability to travel and work overseas on a short term basis.
- Excellent written English and fluent spoken English.
- Experience living and/or working abroad.
- Experience with project start-ups and/or closedowns.
- Experience in managing large grant facilities in fragile or conflict affected environments.
- Fluency in French or Arabic.
