Development Review Engineer I/II

Perform professional engineering work involving the review and design of proposed developments, street design, drainage design, utility plans, and building permits for compliance with the County's development standards and policies, as well as state and federal standards and specifications. Perform technical review and issuance of construction permits and coordinate with other department and agencies.

The Department has elected to consider a range of experience for this vacancy.  A candidates' qualifications will determine the level at which they are hired. 
 
Civil Engineer I: $72,167.85 - $104,643.38 Annually
Civil Engineer II: $76,497.92 - $110,921.98 Annually

The anticipated hiring range for this role is $72,167.85 - $87,972.61.

• Applying principles and practices of civil engineering in reviewing land use and development applications.
• Reviewing site development plans and building permit applications for conformance with adopted regulations and standards.
• Reviewing quantities and cost estimates for subdivision improvement agreements and development agreements.
• Researching, analyzing, and interpreting development regulations in relation to infrastructure requirements.
• Providing public counter support to developers, builders, contractors, and the general public pertaining to County engineering and related requirements; as well as processing a variety of development permits.
• Preparing and reviewing engineering designs, specifications, costs, and quantity estimates of development projects.
• Identifying required easements or permits for roadway and drainage and other public works projects.
• Conducting complex studies on land use and development applications to address significant development issues relating to principles of civil engineering.
• Preparing special engineering studies and reports; performing special assignments on development infrastructure problems as necessary.
• Responding to the public or other inquiries relative to engineering policies and procedures on specific projects and other information.
• Preparing and/or reviewing the adequacy and accuracy of computations, preliminary layout and design work from field, and survey data.
• Researching deeds, gathering data, and producing right-of-way documents for development review applications.
• Reviewing building permits and related right-of-way dedication and requirements associated with the permit.
• Providing staff engineering support for Board of County Commissioners, Planning Commission, and Board of Adjustment meetings.
• Performs technical review of construction applications and other engineering documents, to ensure compliance with County, State and Federal standards and regulations.
• Resolve or justify controversial and complex technical problems.
• Review and prepare comments regarding proposed construction applications.
• Oversee the maintenance of office records, maps, construction project documents and related records.
• Attend Board of County Commissioners, Planning Commission, Board of Adjustment, and other public meetings.
• Answer questions and provide information to the public; investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Ensure that construction permit applications are in compliance with relevant laws and regulations.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws, regulations and codes.
• Assisting in preparing staff reports for the Planning Commission, Board of Adjustment, and Board of County Commissioners hearings and meetings.
• Perform other related duties and responsibilities as required.

• Apply principles and practices of civil engineering and administration.
• Ability to calculate, prepare, and review metes and bounds descriptions.
• Ability to write clearly and concisely on summarizing development policies and interpreting development regulations; ability to communicate clearly and concisely, both orally and in writing.
• Utilize terminology, methods, practices, and techniques used in technical civil engineering report preparation.
• Possess knowledge of basic principles and practices of roadway and drainage system designs.
• Conduct basic engineering studies and develop appropriate recommendations.
• Negotiate agreements.
• Coordinate the work of professional and technical personnel.
• Identify, coordinate, and resolve a wide variety of interests in the development of land.
• Computer Skills: Ability to use various permitting and document review software such as Accela, AutoCAD, and Hydrology review software.
• Maintain up to date knowledge of pertinent Federal, state, and local laws, codes, and regulations including civil engineering laws and regulations.
• Maintain up to date knowledge of recent developments, current literature, and sources of information regarding civil engineering.
• Ensure application compliance with appropriate Federal, state, and local rules, laws, and regulations.
• Review and comment on civil engineering plans, designs, and specifications.
• Exercise professional engineering judgment to achieve results consistent with objectives.
• Communicate clearly and concisely, both orally and in writing.
• Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Engineer I:

• Experience: One (1) year of professional civil engineering experience.
• Education and Training:  Bachelor's degree in Civil Engineering from an accredited college or university; a Master's degree may substitute for six months of experience.
• License or Certificate: Possession of an Engineering Intern (E.I.) certification required.
• Background Check: Must pass a criminal background check.

Engineer II:

• Experience: Minimum of four (4) years of increasingly responsible professional civil engineering experience; land use and development experience preferred.
• Education and Training: Bachelor's degree in Civil Engineering from an accredited college or university.
• License or Certificate: 
  1. Possession of an Engineer Intern (EI) Certification. 
  2. Current registration as a Professional Engineer (P.E.) in the State of Colorado, or ability to obtain a Colorado Professional Engineering License within one (1) year.

Salary : $72,168 - $110,922
