The Director of Information Technology & Innovation (ITi) is responsible for providing strategic and operational leadership for the development and implementation of integrated, organization-wide business technology solutions and creating a technology vision for the County. This leadership position is also responsible for analyzing trends in technology, assessing the impact of emerging technology on the environment, providing solutions to address technology and business issues, leading and inspiring teams of people, and effectively managing financial resources. This position ensures the development of high-quality technology solutions together with the ITi staff, in addition to managing highly complex work that includes County-wide integration, coordination, and decisions resulting in comprehensive impacts on service delivery.
  • Direct the development and implementation of integrated IT initiatives to support business strategies, prioritization, design of systems, and operations across the organization.
  • Cultivate and maintain positive working relationship with stakeholders and partners across the organization to understand and address the business needs of the County and its customers.
  • Establish a vision for the department, identify key challenges, and deliver targeted recommendations and outcomes.
  • Create and manage a strategic plan for the ITi department to align operations with County goals and capital plans, as well as developing and implementing an effective budget for the department.
  • Initiate and direct transparent service level agreements (SLAs) with customers that set expectations, measure performance, support a balanced budget, and impact customer satisfaction.
  • Anticipate needs for new or modified systems and proactively seek IT solutions that will benefit the County's ability to provide services in the most efficient and cost-effective manner.
  • Manage, identify, and resolve problems relative to change initiatives; generate the appropriate communication, process timelines, action steps, and educational plans to guide internal and external customers through the various phases of implementation of change initiatives.
  • Successfully implement mature ITSM practices in a fast-growing organization. Recommend policies, standards, and framework for ITSM governance, and implement and maintain a governance structure aligned with industry best practices.
  • Engage in collaborative planning processes to ensure high-quality services are delivered at a reasonable cost to the organization.
  • Select, train, motivate, and evaluate ITi personnel; provide and/or coordinate staff training; manage the skill and competency development of ITi staff based on emerging technologies or business strategies needed to support all work initiatives; work with employees to correct deficiencies; reinforce expectations and implement consequences, as needed.
  • Advise County leadership of existing and emerging IT issues, trends, and the implications for current and proposed IT initiatives.
  • Represent the department on internal and external information systems committees and task forces.
  • Manage multiple project activities and budgets, including assuming major responsibility for planning and directing individual projects and supervising multi-disciplinary project teams, ensuring all work is high-quality, is completed on time, and within budget.
  • Direct the allocation of resources to achieve timely outcomes and measurable goals.
  • Cultivate a culture of innovation; develop innovation-related activities and programs.
  • Perform related duties and responsibilities, as required.
  • Ability to coach and mentor others by setting the example and being ambitious for the success of others and the County.
  • Ability to manage a large IT environment with multiple locations and over 2,500 users.
  • Knowledge of principles and practices of leadership, day-to-day supervision, professional development of staff, organizational development, public administration, and employee relations.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, as well as leadership and coordination of people and resources.
  • Knowledge of principles and practices for meeting quality standards for IT service management, stakeholder relationship management, and evaluating customer satisfaction.
  • Knowledge of practices and techniques of budget preparation, monitoring, and control; knowledge of effective management of fiscal resources including IT investments, pricing, and product strategies.
  • Knowledge of principles of servant leadership and inclusive culture.
  • Ability to initiate, organize, and develop plans and procedures to implement and manage complex IT programs, including the ability to develop technology strategies that set direction, policy standards, and objectives.
  • Ability to utilize appropriate interpersonal style and methods of communication to mobilize resources to undertake collaborative and creative solutions, establish credibility, and work effectively with other departments, senior leadership, and key stakeholders.
  • Ability to express ideas and communicate clearly, concisely and effectively in oral and written form; ability to clearly discuss and convey information technology concepts and terminology with both technical and non-technical staff at all levels within and outside the department.
  • Ability to plan and monitor IT investment, pricing models, and use of available financial resources to continually address business needs across a diverse organization.
  • Ability to stay informed on emerging trends and apply complex technologies to business strategies, make strategic judgments, and evaluate the impact of IT decisions.
  • Experience:
    1. Minimum of seven (7) years of progressively responsible professional information technology experience, with at least three (3) years of director or assistant director-level experience, including supervision of professional and line staff.
    2. Preference given to local government technology management experience.
  • Education and Training:
    1. Bachelor's degree from an accredited college in Computer Science, Information Systems, Public Administration or Business Administration, or another closely related field.
    2. A master’s degree is preferred.
  • License or Certificate:
    1. Possession of, or the ability to obtain, a valid Colorado driver's license is required.
    2. CGCIO or PMP certification desired.
  • Background Check: Must pass a criminal and credit background check.
