What are the responsibilities and job description for the Project Accountant position at Adams County?
Under the general supervision of the Highway Superintendent and under direct supervision of the Office Manager, the Project Accountant assists in the efficient operation of the department through the performance of administrative support functions requiring a high level of confidentiality and sound independent judgment.
Essential Functions:
- Perform a variety of clerical and communication skills including typing-computer operation, routine bookkeeping principles, assist in preparing monthly salary claims, inventory documentation and billing, ability to operate a two-way radio system and have pleasant communication skills. Ensures employees are turning in appropriate paperwork.
- Cost accounting for roads, bridges, culverts, equipment, etc. Carries out day-to-day assignments and specific duties assigned by the Highway Superintendent and requests made by the Foreman/Safety Manager.
- Compose written departmental documents, including correspondence, reports, and memos, utilizing independent judgment, along with a detailed knowledge of departmental procedures and policies.
- Execute independent action or discretion to resolve problems/complaints encountered, taking established departmental procedures into consideration.
- Maintain inventory of departmental supplies and orders as necessary.
- Compile and prepare reports, forms, data, and summaries, checking against a variety of records in order to ensure complete and accurate information.
- Perform routine posting, bookkeeping and cost accounting and related clerical work, receives payments in the form of cash or check, maintains journals and subsidiary ledger accounts, budgets, maintains cost accounts, reconciles cost accounts and inventory records, posts purchase orders and invoice vouchers and prepares monthly salary claims for employees.
- Operate a calculating machine, computer, copy machine, fax machine, two-way radio system, phone system and other office equipment.
- Provide information as requested, establish and maintain a filing system of departmental documents, indexes and calendars, schedules appointments, types letters, documents and reports, performs work in maintaining control records, inventory and cost accounting and maintenance, construction and equipment cost.
- Compiles information for and prepares reports as required, assists in other areas as necessary, including placing material orders, taking information relating to public requests and complaints, revising maps as required.
- Maintain record of and obtains heavy equipment overweight and over width permits.
- Answers the telephone, directs calls to appropriate personnel, takes accurate messages, and/or handles inquiries. Maintains a clean and orderly office.
- Ensure employees are submitting appropriate paperwork pertaining to equipment reports, gravel requests, sign reports, etc., and that reports are correct.
- Develop and maintains gravel inventory, delivery and expenditure program, culvert, sign and bridge inventories and inspections.
- Perform duties on an on-call basis as needed.
- Perform other duties as directed or as the situation dictates.
Essential Knowledge, Experience, and Abilities
- Thorough knowledge of business English, spelling, grammar, punctuation and math.
- Thorough knowledge of and ability to utilize general office procedures, standard clerical techniques, and office equipment.
- Thorough knowledge of and experience in utilizing a variety of computer systems, hardware, and software packages. Preferred but not limited to Microsoft Excel and Microsoft Word.
- Ability to maintain departmental records, to compile information, and to prepare accurate reports.
- Ability to work independently, prioritize work, meet deadlines, and make decisions on the basis of established procedures and policies.
- Ability to communicate effectively, both orally and in writing.
- Ability to understand and follow both oral and written instructions.
- Ability to perform accurate mathematical calculations such as addition, subtraction, multiplication, and division, using a calculator, ten-key adding machine, or manual calculation.
- Ability to maintain cooperative working relationships with fellow employees, supervisors, government officials, and the general public.
- Ability to maintain the confidentiality of all departmental documents and transactions.
- Ability to become Road Department oriented with a working knowledge of all Road Department programs.
- Working knowledge of principles, methods and techniques of fund handling and bookkeeping
Essential Education, Certifications, and/or Licenses
- High school education and/or any combination of education and experience that provides the applicant the ability to perform the described duties as explained.
- Experience in the use of computers including data processing, word processing and related computer software.
Essential Physical Demands and Typical Working Conditions
- Normal office hazards are encountered, i.e., prolonged sitting and stooping.
- Work duties require sporadically carrying up to 20 pounds for up to 30 feet.
- Work duties require interaction with the general public.
Essential Attendance and Availability Requirements
- Must maintain an acceptable level of attendance, punctuality, and availability as determined by the county; must work such regularly scheduled hours as are determined by the county; must work any required overtime, weekends, and holidays.
- The normal workweek for full-time employees of the Adams County Highway Department is as follows:
November - March: Monday through Friday 7:30 a.m. - 4:00 p.m. (Winter)
April - October: Monday through Thursday 7:00 a.m. - 5:30 p.m. (Summer)
- Must work at the assigned work site.
- Must travel as required.
