We are seeking a meticulous and analytical Conformance Request Specialist to provide exceptional support to our contractor clients by preparing and submitting conformance requests to the Wage & Hour Division of the U.S. Department of Labor. This critical role ensures adherence to Davis-Bacon Act wage determinations by evaluating project requirements, identifying gaps in existing classifications, and justifying the addition of new labor categories as needed. The ideal candidate will possess superior analytical capabilities, outstanding communication skills, and a commitment to facilitating accurate and compliant prevailing wage determinations for construction projects.
Key Responsibilities
- Ensure organizational compliance with federal laws, regulations, and policies governing Davis-Bacon wage determinations administered by the Wage & Hour Division.
- Evaluate existing wage determinations against project-specific work scopes to pinpoint absent or incomplete labor classifications.
- Formulate detailed conformance requests, including well-supported justifications for proposed classifications and corresponding wage rates.
- Compile and present comprehensive spreadsheets outlining proposed classifications and rates for internal review and approval.
- Draft formal authorization letters for project owners’ signatures and generate fully completed conformance request forms.
- Conduct thorough reviews of conformance requests before submission to the Department of Labor (DOL) to ensure accuracy and completeness.
- Verify that Davis-Bacon Act clauses, including conformance requirements, are accurately incorporated into solicitation documents.
- Provide post-award support to contractors by reviewing and processing requests for additional classifications and wage rates.
- Examine certified payroll records to identify discrepancies or unlisted classifications requiring conformance action.
- Submit conformance requests to the DOL, engage with DOL representatives throughout the approval process, and maintain meticulous records of all related activities.
Qualifications
