Job Description:

We are seeking a highly skilled Network Services Specialist to support enterprise network operations, security, and special projects for NIH and DHHS network environments. The subcontractor will play a critical role in delivering and maintaining advanced network solutions, ensuring compliance with federal standards, and providing expertise in network architecture, vulnerability management, and security configuration.

Responsibilities:Enterprise Network & Security Services:

  • Provide expert support for Enterprise Network Services (ENS) NIHNet Services, DHHS TIC Network Services, and ISP/WAN/OOB Network Services.
  • Oversee Trusted Internet Connection (TIC) and Site-to-Site VPN services.
  • Design, implement, and optimize network infrastructures while ensuring high availability, security, and scalability.

Vulnerability & Risk Management:

  • Conduct vulnerability analysis and assessments to identify system weaknesses.
  • Implement and oversee vulnerability scanning, remediation efforts, and compliance tracking.
  • Generate metrics, risk indicators, and vulnerability reports for key stakeholders, including CIT CISO and NIH management.
  • Support POA&M risk management and assist in tracking remediation for audit findings.

Security Configuration Management:

  • Manage system configurations to align with security best practices and compliance requirements.
  • Ensure proper implementation of security controls, patches, and updates.
  • Provide regular reports on configuration management status, risks, and compliance trends.

Meetings & Collaboration:

  • Participate in weekly meetings with Leidos, government stakeholders, and subcontractor teams to discuss quality assurance and recommended solutions.
  • Attend audit-related meetings for HHS TIC as required.
  • Collaborate with cross-functional teams to ensure seamless network service delivery and security enhancements.

Technical Tools & Platforms:

Candidates should have experience with one or more of the following tools:

  • Network & Security Management: ScienceLogic SL1, Net LineDancer, AlgoSec, Cisco DNA Center (DNAC), Infoblox, Cisco ISE, SecureCRT.
  • Monitoring & Analysis: Grafana, Cisco SNA, Thousand Eyes, Splunk, PerSonar.
  • Incident Response & Automation: StruxureWare, xMatters, API Integration Development.
  • Enterprise Access & Control: Active Directory NS Account, ZEN (Government Off-The-Shelf).

Special Projects & Innovation:

  • Provide technical expertise for network modernization, automation, and cloud integration initiatives.
  • Develop reference architectures, business process models, and technical documentation for new network services.
  • Lead the deployment of new network technologies such as Zero Trust Network Architecture, Multi-Cloud Connectivity, or Denial of Service (DoS) protection solutions.
  • Support transition and operational maintenance of newly implemented network services.

Qualifications:

  • Education: Bachelor's degree in Computer Science, Network Engineering, Information Security, or a related field. Equivalent experience may be considered.
  • Experience: Minimum 5-10 years of experience in network engineering, security, and enterprise IT environments.
  • Strong understanding of federal network security policies, compliance frameworks (FISMA, NIST, TIC, HHS guidelines).
  • Expertise in network architecture, firewall management, VPNs, WANs, and cloud-based security.
  • Experience with vulnerability management, risk assessments, and configuration security best practices.
  • Excellent problem-solving skills and ability to manage complex network projects in a high-security environment.

Preferred Certifications:

  • CCNA, CCNP, CISSP, CEH, Security , or equivalent industry certifications.
  • Experience working with government agencies or federal contractors is a plus.
