About the Role
AVS Technology is seeking a skilled Service Line Project Manager to lead the execution of Agile software development and enterprise IT initiatives in support of the Department of Veterans Affairs (VA) Financial Services Center (FSC), under the Financial Technology Services (FTS) contract. This role is responsible for managing multiple Agile teams, overseeing service line delivery, and ensuring compliance with federal standards, including SDLC, SAFe, and cybersecurity frameworks.

The ideal candidate will possess strong leadership, project management, and stakeholder engagement skills with a focus on delivering high-quality, secure, and timely technology solutions that align with VA’s mission and digital transformation priorities.

Responsibilities

  • Manage multiple Agile development teams across designated service lines
  • Oversee project execution aligned with VA’s Software Development Lifecycle (SDLC) and Agile frameworks (SAFe, Scrum)
  • Facilitate Agile ceremonies including sprint planning, reviews, and retrospectives
  • Collaborate with architects, business analysts, and VA leadership to define roadmaps and prioritize backlogs
  • Track and manage key performance indicators (KPIs) for IT initiatives
  • Ensure compliance with FISMA, NIST, and other federal cybersecurity requirements
  • Identify, assess, and mitigate project risks across assigned service lines
  • Maintain consistent, clear communication with technical and non-technical stakeholders
  • Drive continuous improvement in Agile delivery practices and cross-functional coordination

Education & Experience

  • Bachelor’s degree in Computer Science, Electronics Engineering, or a related technical field

Substitution: Ten (10) additional years of relevant experience may replace the educational requirement

  • Minimum of twelve (12) years of experience in project management, enterprise IT initiatives, or Agile development
  • Demonstrated experience managing Agile development teams and complex federal software projects
  • Deep understanding of SDLC, SAFe, Scrum, and IT program lifecycle management in federal environments

Required Skills

  • Expertise in Agile project management and stakeholder engagement
  • Proven success managing Agile teams and coordinating delivery across multiple workstreams
  • Strong understanding of VA’s SDLC, SAFe, and Scrum principles
  • Knowledge of federal compliance requirements including FISMA and NIST
  • Experience tracking KPIs and applying data-driven approaches to monitor project health
  • Ability to lead technical and functional collaboration across diverse teams
  • Excellent verbal and written communication skills for a range of audiences

Preferred Skills

  • PMP or Agile certifications (e.g., PMI-ACP, SAFe Program Consultant, Certified Scrum Master)
  • Experience supporting the VA Financial Services Center or related VA programs
  • Proficiency in IT financial management and budget oversight
  • Knowledge of DevSecOps, cloud integration, and modern CI/CD practices
  • Experience delivering enterprise-level IT solutions within federal agencies

Pay: $109,000.00 - $124,000.00 per year
