The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Permanent qualifications: Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18 OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist Trainee 1 through NYS HELPS Program: Trainee 1: A bachelor’s degree or higher. Trainee 2: A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.Grade 18: A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.*A master’s degree may substitute for one year of professional clinical or professional administrative experience. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2.

The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of Director of the Bureau of Behavioral Health Data Management, Analysis and Reporting, the Addictions Program Specialist 1 duties include but are not limited to• Respond to provider requests for technical assistance as received by email and phone. This includes but not limited to assisting providers with data entry issues in PDS, CDS, and related systems, accurately processing operating certificates and changes in Regional Office assignments.• Submit Office of Information Technology Services (ITS) tickets for enhancements and breaks as directed by supervisor to maintain functionality of system(s). • Support implementation of enhancements and system updates in the PDS and related data collection systems. • Review and approve Inventory of Behavioral Health Services (IBHS) updates to support the accuracy of Treatment Episode Data Set (TEDS) submissions to the federal Substance Abuse and Mental Health Services Administration (SAMHSA). Enter and accurately maintain data entered to IBHS for OASAS certified programs. • Enter and maintain OASAS related data in Interagency Master File (IAMF).• Enter and maintain OASAS related data in Health Commerce System (HCS).• Review and resolve any issues related to new provider and new program requests (i.e., PAS 127).• Coordinate electronic transfers of clients and/or submit ITS tickets as directed by supervisor to alter business rules regarding data entry to facilitate program moves.• Contact providers regarding data entry and reporting compliance issues, including monitoring of Profile and Services Inventory (PPSI), and assisting with resolution of data entry issues. • Utilize Inquiry Reports, Excel, and Oracle analytical tools as needed.• Other relevant duties as assigned.This position requires excellent writing and grammatical skills, along with organizational skills and the ability to prioritize work assignments.

Additional Comments Salary Range: Trainee 1: $52,198 $66,634*Trainee 2: $58,247 $74,135Grade 18: $65,001 - $82,656*Candidates will serve a two-year traineeship leading to an Addictions Program Specialist 1, SG-18. The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.Telecommuting may be discussed as part of the interview process.The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer.
