Description:
The Program Cost Analyst will lead and provide cost analysis support. This includes developing life cycle cost estimates using approved estimating models, performing economic analyses, affordability analyses, and sensitivity analyses. The analyst will contribute to acquisition documentation, respond to data calls, and support all program reviews. This role requires experience with Automatic Cost Estimating Integrated Tool (ACE-IT) and engagement with external and internal stakeholders.
Essential Duties and Responsibilities:
• Develop cost estimating models, life cycle cost estimates, and independent government cost estimates.
• Define Cost Element Structure (CES) aligned to the program/project Work Breakdown Structure (WBS) and compliant with DoD standards and policies.
• Lead/perform cost/benefit analyses, affordability analyses, cost estimating drills, economic analyses, and other cost assessments as required.
• Apply cost analysis expertise within execution of funding requirements generation, planning, programming, budgeting, and execution, program life cycle cost management, and annual spend plan generation.
• Lead/prepared life cycle cost estimates using the ACE-IT model and accepted cost estimating methodologies.
• Develop rough-orders-of-magnitude estimates to respond to various cost requirements/questions and defend the developed cost position to leadership.
• Lead Cost Working Integrated Product Teams (WIPTs).
• Define, review, and revise standard operating procedures for budget and cost analysis and provide recommendations to improve operations.
• Prepare and submit Cost Analysis and Estimation Support project deliverables upon Government request.
Minimum Qualifications:
• More than 4 years of experience and a MA/MS degree, or 6 or more years of experience and a BA/BS degree.
• DoD Acquisition Certification preferred.
• Experience using Automatic Cost Estimating Integrated Tool (ACE-IT).
• Working knowledge of DoD financial policies and processes preferred.
