Position: Systems Engineer (Test) Subject Matter Expert (SME)
Clearance: Secret
Location: Fort Belvoir, VA (Hybrid Telework – up to 2-3X per week in office)
Type: Exempt, Full Time, Regular
Description
The Systems Engineer (Test) SME will have extensive experience in (1) executing the full complement of systems engineering activities from requirements definition to architecture, design, implementation, and test, through deployment and operations and support, with emphasis preparation and execution on all levels of testing (e.g., unit, integration, end-to-end, user acceptance); (2) implementing the Department of Defense (DoD) acquisition life cycle process through the appropriate application of laws, policies, directives, and guidance; and (3) preparing recommendations with sufficient rationale to advise leadership to support decisions that enable program success. The Systems Engineer (Test) SME must (a) understand requirements definition and traceability (end to end process), to include requirements verification and test traceability;
(b) be able to develop technical system development life cycle documentation; and (c) have the knowledge and skills to perform engineering activities, to include requirements traceability and decomposition, business process reengineering, architecture, design, interface development, implementation, and test of system solutions, at the data, system, and infrastructure levels.
Essential Duties And Responsibilities
Advise the Government on current DoD policies and procedures to support major program decisions and recommend strategies and techniques for successful conclusions
Set the conditions for systems engineering execution inclusive of all test activities
Engage with external test organizations, interface partners, and functional stakeholders to plan and execute test events on time with the necessary resources and expertise
Lead Government test efforts throughout the development life cycle
Contribute to / define test strategies aligned to program objectives
Ensure test activities are included in the Integrated Master Schedule, to include test events, capability testing, and performance testing
Develop Government Test Plan aligned to requirements, to include test scenarios, cases, and procedures to validate the system implementation against the established acceptance criteria
Provide traceability of requirements to test artifacts (e.g., test cases, test scripts, user stories) in an industry acceptable format (e.g., Requirements Verification Traceability Matrix)
Establish entrance and exit criteria for test events to ensure necessary artifacts are provided to achieve test readiness and system acceptance
Ensure requirements are decomposed/derived/defined to a testable software level
Ensure that adequate resources (e.g., test articles, test facilities, specialized tools, and manpower) are planned to support test activities
Have knowledge of Army Regulation (AR) 73-1, Test and Evaluation Policy, Department of Army Pamphlet 73-1, Test and Evaluation in Support of Systems Acquisition, and AR 602-2, Human Systems Integration in the System Acquisition to ensure compliance
Review developer test plan documentation and assess completeness and requirements alignment to ensure successful test events
Ensure necessary test data is made available to the developer
Ensure test plans address required user functionality, performance, interfaces, data accuracy, data protection, user roles and permissions, and security at a minimum
Define and describe defect severity levels
Develop Test Reports
Track test status and prepare updates for leadership
Identify risks with impact analysis and recommended mitigation steps
Collaborate with system interface partners to define / understand data exchanges and conduct interface testing to validate requirements and business process workflow implementation
Develop / provide key content for acquisition documentation to achieve milestone decisions (e.g., Systems Engineering Plan (SEP), Test Evaluation Master Plan (TEMP), System Test Plan (STP))
Ensure compliance with DoD and Army architectures and acquisition policies addressed in DoD 5000 and 8000 series
Apply DoD systems engineering and test and evaluation practices and policies across all activities to ensure developed products are compliant with directives and mandates
Minimum Qualifications
Minimum Bachelor’s Degree or equivalent experience
15 years of relevant work experience
Working knowledge and application of DoD 5000 and 8000 series, and Business Enterprise Architecture
5 or more years of DoD systems engineering support for IT-based systems
Experience in Salesforce, ATEC, and Agile Certified
Knowledge, Skills, And Abilities
Broad and deep set of engineering expertise
Experience in aligning systems engineering activities throughout the acquisition program life cycle phases
Strong coordination, organization, teaming, and communication skills
Strong customer service and excellent interpersonal skills
