GENERAL DESCRIPTION:
The General Manager is responsible for coordinating, directing, and sustaining the operations of
the Adirondack Railway Preservation Society, Inc. (ARPS), and its operating divisions, the Adirondack Railroad and Excelsior Railbikes LLC, in accordance with the long-term strategic plan of the organization. The General Manager has direct responsibility for managing and directing five functional departments – Operations, Administration & Communication, Passenger Services, Finance, and Excelsior Railbikes LLC.
The General Manager is accountable to the President for the financial viability of the organization’s operations, sound management of full-time and part-time staff and volunteers, and compliance with contractual, Federal, and State regulatory requirements of operations.
The General Manager is the direct liaison between the Board of Directors and management and communicates to the Board on behalf of management and staff. The General Manager, in collaboration with the President, communicates on behalf of ARPS to members, employees, volunteers, government authorities, information media, other stakeholders, and the public.
SPECIFIC RESPONSIBILITIES
Responsibilities include:
· Ensure ARPS is appropriately organized and staffed within financial capacity. Hire, develop, train, and terminate staff as necessary to meet the organization’s needs
· Lead day-to-day operations for all functional areas of the company, directing and supporting department heads for Operations, Administration & Communications, Passenger Services, Finance, and Excelsior Railbikes LLC.
· Provide financial, material and management support to Department leaders to ensure they are successful in performing their functional responsibilities
· Directly engage with Department leaders to ensure critical functional objectives are accomplished.
· Advocate for Department leaders to provide necessary resources to perform operational functions of the company.
· Provide critical input for the development of the organization’s strategic plan
· Lead and oversee implementation of ARPS long and short-term plans
· Assist in the preparation of an annual budget and ensure that expenditures do not exceed the authorized budget
· Seek, and prepare applications for, operating and capital financial grants, with assistance from the President and Board
· Establish, implement and enforce effective internal controls and management information systems
· Ensure that the Company maintains high standards of corporate citizenship and social responsibility wherever it does business
· Act as the liaison between management and the Board and ensure that sufficient information is provided to form appropriate judgments
· Communicate effectively with members, employees, volunteers, Government authorities, customers, other stakeholders, and the public.
Serve on committees of the Board, as directed by the President
POSITION REQUIREMENTS
This is a year-round position. A successful General Manager will be required to meet the operating challenges of the organization. The job requires occasional travel on trains, and supervision of personnel trained and skilled in railroad operations. This is a salaried, exempt position.
DEMONSTRATED QUALIFICATIONS
Education/Certification:
· An appropriate combination of post-secondary education and experience is required. Extensive business experience with excursion railroads is a plus
· Valid driver’s license
Required Knowledge:
· Competency in strategic planning and business development
· Demonstrated ability to manage multiple functional areas, including operations, finance, and administration
· Knowledge of structural and mechanical construction
· Understanding of basic planning, scheduling, and budgeting
· Familiarity with the practices of the tourism and destination marketing industries is an asset
· Comprehensive knowledge of FRA regulations and compliance
Required Experience:
· Ten years of progressive, successful experience in a dynamic business operation, with at least five of those years in a supervisory management position. Experience in railroad operations or management
· Experience dealing with government regulatory agencies and public information media
Skills/Abilities:
· Strong supervisory and leadership abilities
· Effective communications (oral & written) and human relations skills
· Excellent problem-solving skills
· Demonstrated ability to perform successfully in a dynamic, fast-paced environment involving competing demands from multiple functional areas.
