Education: 

  • Bachelor’s Degree from an accredited college or university with a major in Engineering, Computer Science, Mathematics, or a related field.
  • Master’s degree preferred.

General Experience:

  •  At least ten (10) years of experience planning, designing, building, and implementing IT systems.

Preferred Experience:

  • Five (5) years of experience as an Information Technology Architect
  • Senior-level knowledge or experience in enterprise-level modeling and tools (ex.UML).
  • Demonstrated progression in responsibilities and roles, with experience in designing and implementing complex IT solutions within the Transportation Industry.
  • PMP certification
  • CMMI (Capability Maturity Model Integration) Practitioner certification
  • 3-5 years’ experience with MS Power Platform, Azure. Synapse, Data Factory, Data Lakes, Data Bricks, Dataverse, ESRI, Cloud computing, etc

Specialized Experience:

  •  At least five (5) years of the required ten (10) years of experience must be in the direct supervision and management of major projects that involve providing professional support services and/or the integration, implementation, and transition of large complex systems and subsystem architectures.
  • Must have led or been chief architect in major IT implementation efforts.
  • Must demonstrate a broad understanding of client IT environmental issues and solutions and be a recognized expert within the IT industry.
  • Must demonstrate advanced abilities to team and mentor and possess demonstrated excellence in written and verbal communication skills.

Duties/Responsibilities:

  • Provides expertise in the most current principles and practices of architecture data management systems and experience in large system designs, and with data modeling in the information management arena.
  •  Provides expertise in modeling and organizing information to facilitate support of projects or information architectures.
  • Provides guidance on how and what to data and process model.
  •  Primarily deals with transition planning from legacy to modern systems by concentrating on information flows, data exchange, and data translation standardization services.
  • Identify and research new technologies including cloud PaaS, SaaS, Infrastructure as a Service (IaaS) technologies, Artificial Intelligence (AI), Business Intelligence (BI), data science and analytics, and other Commercial Off The Shelf (COTS) products for applicability to SHA business functions.
  • Develop and expand the use of existing platforms and applications including Oracle and SQL databases, Salesforce, Azure, ESRI, .NET, PowerBuilder, AASHTOware, SharePoint, and Microsoft Power Platform.
  • Provide technology briefings on emerging technology to OIT management, the SHA IT Steering Committee (ITSC), or other teams as directed by OIT management.
  • Provide recommendations to OIT management, the SHA IT Steering Committee (ITSC), or other MDOT teams regarding specific technology or COTS products.
  • Develop detailed short-term and long-term plans for implementation; provide input to the budget process, and guidance to staff developing invitations for bids, requests for information, requests for proposals, and/or TORFP requirements for acquisition and implementation of technology.
  • Support OIT’s cybersecurity responsibilities including representing SHA on the MDOT Security Working Group (SWG)
  • Advise and participate in Disaster Recovery Planning and Execution
  • Advise on and conduct data classification of applications and conducting security-related research.
  • Represent SHA on the MDOT Data Governance Council
  • Represent SHA on the Network Architecture Working Group (NAWG)
  • Participate in the OIT Project Review Committee (PRC) meetings to adopt or reject new IT project requests.
  • Other duties as assigned include documentation as directed by the Department.
  • Author, contribute to, or review documents pertaining to future architecture, target architecture for specific projects, and system design for potential projects. This includes the yearly IT master plan.

 

Mandatory Degree and/or Certificate(s) from the resources:

  1. Bachelor’s Degree from an accredited college or university with a major in Engineering, Computer Science, Mathematics, or a related field. Master’s degree preferred.
  2. PMP Certification.
  3. CMMI (Capability Maturity Model Integration) Practitioner certification.
