Overview
Under direction of the Board of Supervisors, to plan, direct, coordinate and administer the activities of the airports within the Kern County Airports System.
Distinguishing Characteristics
The Director of Airports is appointed by and reports directly to the Board of Supervisors. This department head position is administratively responsible for personnel, fiscal, program development and maintenance, and procedural and policy issues as they relate to the operation of the Kern County Airports System. The incumbent serves at the pleasure of the Board and is exempt from Civil Service.
Responsibilities
Essential Functions:
- Plans, assigns, and directs the development, operation and maintenance of County airports, properties and facilities; initiates required repairs, maintenance and improvements to airport equipment, grounds and facilities.
- Directs the preparation and administration of the departmental budget in accordance with the policies and procedures of the Board of Supervisors.
- Prepares reports and recommendations concerning staffing requirements and proposed policies and projects; including operating expenditures, capital outlays, and construction programs; ensuring conformance with planned costs.
- Implements and directs the passenger air service development program for Meadows Field Airport; recruits and retains commercial air passenger service providers.
- Administers the development and enforcement of County airports’ operating rules and regulations and makes recommendations to the Board of Supervisors regarding appropriate changes.
- Manages and administers all personnel matters, including selection, training, and establishing performance standards and employee discipline within the established policies and procedures; directs and coordinates managers in their personnel supervision activities.
- Directs the development and implementation of the Airport Master Plans for System Airports.
- Initiates programs and projects which will assist and improve the development and operation of the airport system.
- Directs the County airports’ environmental programs including storm water pollution prevention, wastewater management, hazardous materials programs, and associated reporting requirements.
- Negotiates and executes airport related leases, permits, and license agreements.
- Directs the administration of contracts, leases and rental agreements involving airport properties and facilities, including the timely collection of rents, fees and other monies owed to the County.
- Represents the County in meetings with tenants, airlines, vendors and other interested persons in the community to develop and promote the airport system.
- Directs department legislative activities and maintains liaisons with other airport organizations, regional planning bodies, commercial representatives, regulators, and service groups.
- Confers with appropriate Federal and State agencies regarding County airport development and operating programs.
- Directs the preparation of applications for Federal and State grants and the administration and evaluation of transportation-related grant programs.
- Keeps informed of and makes recommendations regarding new legislation and technical developments affecting airports and aviation activities.
- Performs other job-related duties as required.
Qualifications
Employment Standards:
- Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Airport Management, or a related field AND ten (10) years of experience in a Part 139 Certified Airport, five (5) years of which must be in a management capacity.
- Accredited Airport Executive (AAE) certification by the American Association of Airport Executives is desired.
Certificates/Licenses Required:
- Possession of a valid California Drivers' License is required.
