Overview
Reporting to the Executive Director, the Director - Procurement is responsible for centralizing all Airport purchasing functions, to include providing professional services to Airport departments. Formulates policies, processes and procedures to improve services and achieve goals.
Responsibilities
Duties & Activities
- Reviews and approves purchases of all goods and services made by all departments in accordance with the established procurement procedures and the Commission Purchasing Resolution.
- Reviews, analyzes and solves highly technical and complex procurement transactions and problems. Prepares administrative reports as directed. Maintains and manages all Airport Agreement files.
- Contributes to the development of administrative policies and procedures related to Purchasing. Originate and present documents to the Commission outlining the selection process for concessions, goods, and services. Administers the Commission Record Retention Policy for the Airport.
- Oversee the implementation, use and maintenance of all procurement systems that interface with the Airport’s ERP, Microsoft Dynamics D365, including the Online Bidding, Contract Management and Supplier Portal (B2Gnow) and the Marketplace (EqualLevel).
- Manage the preparation and monitoring of M/W/DBE programs in accordance with FAR Part 23 and 26 requirements, as well as local goals established by the Commission. Support other departments as they implement the programs for construction and concessions. Lead all Airport outreach and certification efforts in support of the programs.
- Supervise, coordinate training, review performance, and manage timesheets of direct and indirect reports in compliance with federal and state employment laws and Airport policy and procedures.
- Maintains regular and punctual attendance. Works extended hours, outside of regular shift schedule, as required by operational needs.
- Respond to and assist with Airport emergencies. Performs other duties as assigned.
Qualifications
Education & Experience:
- Bachelor’s degree in Accounting, Business, Finance, Information Systems or related field; six (6) years work experience in airport, governmental, or related purchasing operations, including four (4) years experience in a supervisory role; or equivalent combination of education and experience.
Technical/Trade Skills:
- Advanced knowledge of contract administration and development; cost and benefit analysis; standard and special procurement and recording practices as applied to purchasing, control, and information systems; and contract and commercial laws, regulations and procedures as related to government and public procurement, including M/W/DBE requirements.
Licenses/Certifications:
- Current Certified Purchasing Manager or Certified Professional Purchasing Officer certification is preferred.
- Valid drivers license and clean driving record is required.
