Under limited supervision, directs the operations and staff of the Waco Regional Airport (WRA) through effective planning, staff management, and resource allocation; ensures compliance of airport activities with state and federal regulations.
Responsibilities:
Essential Functions
- Directs the staff and functions of the Waco Regional Airport (WRA) through effective planning, staff management, resource allocation and effective customer service; directs airport programs, including general aviation, commercial airline relations, security and emergency planning.
- Exercises independent judgment within broad policy guidelines; develops plans to meet City goals; interprets concerns, defines desired results and determines scope and priorities of programs and special projects; encourages new ideas and collaborative approaches to solving problems.
- Directs the operations, marketing, business development, administrative management, regulatory, security, safety and commercial relations management functions; assures that the airport permits, agreements, insurance and operations meet state and federal compliance regulations.
- Directs operations, evaluates and analyzes issues and recommends and implements solutions; develops airport plans, goals, objectives, policies and procedures.
- Directs airport staff; prioritizes and assigns tasks and projects; trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities.
- Monitors and reviews trends in airport operations and management issues; researches and identifies development opportunities; recommends operational, procedural and policy improvements.
- Assesses emergency situations and implements response procedures.
- Communicates with general public, hangar tenants, regulatory agencies and others in order to coordinate daily operations, special events and maintenance of airport grounds and buildings.
- Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with resident, visitors and City staff; maintains confidentiality of work related issues and City information.
- Develops and evaluates budget request, monitors budget expenditures, makes adjustments as necessary and reports budget information.
- May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.
Education & Experience
- Bachelor's degree in in Aviation Management, Business, Public Administration or a related field and five (5) years experience in operational management of a commercial service airport; or an equivalent combination of education and experience.
- Texas driver's license required upon hire.
Knowledge of:
- State and Federal codes and regulations relating to airport facilities and aviation operations, including FAA, TXDOT, Environmental Protection Agency (EPA), Department of Homeland Security (DHS) and OSHA safety standards.
- Aviation program planning and marketing principles.
- General aviation and airport operation methods, practices and security procedures.
- Lease and contract development and negotiation principles.
- Techniques and practices for efficient and cost-effective management of resources.
Skills in:
- Interpreting and applying airport operational and safety standards and procedures, applicable federal rules and regulations and City policies and procedures.
- Interpreting customer needs and solving customer service issues.
- Assessing and prioritizing multiple tasks, projects and demands.
- Operating a personal computer utilizing a variety of business software.
- Managing staff, delegating tasks and authority and coaching to improve staff performance.
- Preparing, reviewing and presenting management reports.
- Establishing and maintaining cooperative working relationships with City employees, officials and representatives from other local, state and federal agencies.
- Communicating effectively verbally and in writing.
