Overview
The Director of Treasury and Finance reports to the Chief Financial Officer (CFO) and is responsible for managing all capital and treasury functions for the division.
The Director oversees a range of financial functions and services, including budgeting and forecasting capital expenditures, financial analysis and evaluation of capital projects, and treasury activities, including investments and project financing.
Responsibilities
Important and essential duties may include, but are not limited to the following:
- Coordinates the annual preparation of OIAA’s Capital Improvement budget.
- Responsible for the preparation of a Multi-Year Capital Plan.
- Responsible for financial analyses of potential initiatives and capital development projects
- Responsible for making recommendations to the CFO for the management of the Authority’s Airport Revenue Bond and other capital financing programs including new money issuance, debt refunding, and lines of credit.
- Ensures optimum return on Airport Authority funds. Interacts on a regular basis with the appropriate investment advisors. Decides placement of funds in accordance with Airport Authority investment policy. Involves occasional traveling to meet with investment advisors.
- Formulates and implements policies and procedures and ensures ongoing compliance.
- Tracks, transfers, and reconciles pooled funds as stipulated by bond resolutions and Airline Use Agreements.
- Insures proper debt management and debt service coverage.
- Prepares ongoing cash flow analysis and forecasts.
- Pertaining to capital and treasury activities, coordinates annual Authority audit by compiling requested information, producing reports, and responding to auditors’ inquiries, collating the final audit information into document form, and completing government required audit report. Implements any changes recommended by auditors and accepted by the Authority.
- Administers federal and state grants. Meets and corresponds with federal, state, and local government representatives. Reviews requests for funds and ensures proper project accounting for financial compliance to grant requirements and close-out at grant termination.
- Prepares reports and documents related to bonds and contractual obligations and transmits these to the board and/or other agencies.
- Advises Executive Team on funding status, availability of funds and related operating and capital budget matters.
- Manages the Airport Improvement Program reimbursement process and Passenger Facility Charge program execution through the Federal Aviation Administration.
- Completes all functions related to Authority issued public debt, to include annual disclosures to the Municipal Securities Rulemaking Board, arbitrage calculations, and bond resolution compliance.
- Maintains relationship with banking partners for provision of necessary bank products.
- Oversees professional and technical personnel in the development and research of fiscal and management financial reports related to airport development.
- Direct the work of both professional and technical level support staff.
Qualifications
Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position.
- Graduation from an accredited college or university with a bachelor’s degree in Accounting or Finance. A master’s degree in business administration (MBA) is preferred.
- At least ten (10) years of experience in airport or transportation industry finance and management; knowledge of budget preparation, financial management and accounting, contract and lease negotiation and agreements, procurement, information technology, human resources, business planning and investment practices; or an equivalent combination of related education and experience.
- American Association of Airport Executives accreditation (A.A.E.) preferred.
- Proficiency in Microsoft Office including Word, Excel, PowerPoint, Outlook, and database programs.
- Experience working with Lease Management software desirable but not required.
- Additional experience working with Workday desirable but not required.
Licenses / Certifications
- Certified Public Accountant (CPA) is preferred
- Ability to pass all background / reference checks, knowledge examinations, as well as aptitude tests necessary to obtain an OIAA employee badge at ONT.
