Overview
This management position is primarily responsible for the airport's daily compliance with Title 14, CFR Part 139 and Title 49, CFR 1542. This position is also responsible for the direction, through subordinate administrators, of the airport's Police Department, Fire Department, Airside Operations, Airport Security and Field Maintenance Departments. This position will ensure that the Airport Certification Manual, Airport Security Program, Airport Emergency Plan, Wildlife Hazard Management Plan and other technical manuals remain current and will assume other duties as directed by the President & CEO.
Responsibilities
ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Provides executive oversight of the Airside Operations Department, Field Maintenance Department, Safety Management Systems Program, Police Department, Fire Department and Airport Security.
Directly supervises the Airside Operations Senior Manager and the Public Safety and Security Senior Manager. Ensures the efficient and effective running of day-to-day operations of the airport through associated leadership. May act as back-up Airport Security Coordinator (ASC)
Through delegation of authority, ensures the airport is in compliance with 14 CFR Part 139 (Airport Certification Program) and 49 CFR Part 1542 (Airport Security Program)
Provides strategic leadership and direction to staff and communicates associated goals. This includes developing and implementing departmental procedures and recommending organization-wide policies that align with the Authority’s goals.
Prepares and maintains budgets and budgetary controls for departments and responsibilities under the direction of this position to ensure adequate resources needed to complete projects and initiatives.
Fosters a growth oriented, positive, and encouraging environment while keeping employees and management accountable to company policies, procedures, and guidelines.
Measures progress toward goal accomplishment aligned with the organization’s Strategic Plan and ensures work efforts are aligned with the Strategic Plan priorities.
Manages assigned project initiatives and projects of direct reports.
Participates in selection, hiring, and development of staff.
Be responsive to airport emergencies and situations that may involve loss of human life or property and/or disruption of airport operations; supports public safety and operational responses to emergencies; utilizes Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinates and/or participate in after-action de-briefing with appropriate departments and stakeholders. Performs emergency management duties as outlined in the Airport Emergency Plan and as directed by the CEO.
Executes contracts and other written instruments as authorized.
Coordinates with other members of the Executive Management Team to establish the strategic direction and meet the objectives of the Norfolk Airport Authority.
In the absence of the CEO and EVP, may be delegated responsibility of day-to-day operations of the airport including those aviation-related duties of the forenamed.
Represents the NAA at specific meetings and engagements, as assigned by the CEO.
Assume additional duties and responsibilities as assigned by the CEO or EVP.
Performs all other duties as assigned and directed.
Adhere to all Authority personnel policies and departmental guidelines.
Qualifications
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
EDUCATION/TRAINING:
Bachelor’s degree in airport management, business administration or related field.
Two (2) years of the appropriate type and level of experience will serve as an equivalency to one year of education. In lieu of a Bachelor's Degree, eight (8) years of relevant experience can be substituted.
EXPERIENCE:
Five (5) years of progressively responsible management and supervisory experience required.
Seven (7) years of airport operations experience required.
CERTIFICATIONS:
Certified Member with the American Association of Airport Executives preferred.
Accredited Airport Executive certification with the American Association of Airport Executives desired.
SPECIAL REQUIREMENTS:
Possess a valid driver’s license and must meet NAA driving record requirements.
Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as may be required by assigned job duties and responsibilities.
Must successfully complete NIMS 100, 200, 700 and 800 course requirements within first year of assuming the position.
