Job Description
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE LISTED ABOVE.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
ACS’ Division of Family Permanency Services (FPS) is responsible for ensuring high-quality services are provided to children in foster care by supporting provider agency staff with technical assistance and other services for children in foster care. FPS staff offer guidance to provider agencies on child welfare policies and procedures to improve service delivery and achieve safety, permanency, and well-being for children in foster care. The Division includes the Office of Provider Agency Collaboration and Engagement, Office of Strategic Program Support, Office of Older Youth Development Services, and the Office of Youth Success Services.
Within FPS, the Adoption & Kinship Guardianship Assistance (KinGAP) Program Support Services (AKSS) Unit is dedicated to increasing permanency rates and reducing lengths of stay for children in foster care, as well as the provision of post adoption assistance. AKSS works cross-divisionally with related ACS programs to collaborate with stakeholders such as provider agency staff, adoptive youth, adoptive parents, and adoption attorneys to work towards achieving and sustaining permanency.
FPS AKSS is seeking a highly motivated individual to serve as an Adoption-KinGAP Associate who will be responsible for regularly liaising with provider agency and support staff who provide information on the Adoption & KinGAP Program. The Administrator will assist staff with offering training on the program, reviewing/approving documentation for program eligibility, and sharing updates pertaining to new regulations with provider agency staff, attorneys, and other constituents.
The duties and responsibilities of the Adoption-KinGAP Associate will include, but will not be limited to:
- Compile and process Adoption/KinGAP cases for final approval, including entering final applications into databases and spreadsheets, and transferring application information received via email into various systems
- Correspond with related program areas, including Post Adoption, Adoption Subsidy, KinGAP, Medicaid, Payments, and Recertification to address/resolve related issues
- Utilize the Connection (CNNX) system to process Foster/Adoption home openings, and correspond with foster care agencies to troubleshoot issues pertaining to home openings and amendments
- Process pre-adoption, payee, and change of address information in CNNX
- Open or re-open Foster and Adoptive (FAD) home subsidy stages in CNNX, maintain updates, and submit newly opened cases for data entry into required systems
- Create vendor IDs for change of payee/upgrades for post-adoption cases
- Verify information to ensure Adoption/KinGAP Attorney payments are processed correctly and assist with annual audits

Minimum Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Preferred Skills
The preferred candidate should possess the following: - Knowledge of the Welfare Management System (WMS), Connections (CNNX), and New York State Adoption Service-Adoption Album (NYSAS) - Proficient in Microsoft Excel

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
