Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $135,000.00 - $145,000.00

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS’ Division of Youth & Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles awaiting disposition in family and supreme courts, as well as a network of community-based delinquency prevention, alternative to detention, and alternative to placement programs for youth involved in, or at risk for involvement in, the juvenile justice system. Further, DYFJ oversees a wide network of providers throughout the five boroughs that operate placement sites for youth who are adjudicated delinquent and are placed by the New York City Family Court as part of the Close to Home initiative.

DYFJ directly operates two secure detention facilities for Juvenile Delinquents, Juvenile Offenders and Adolescent Offenders whose cases are pending in Family Court or the Youth Parts in Supreme Court: Crossroads Juvenile Center in Brooklyn and Horizon Juvenile Center in the Bronx, where youth receive comprehensive services including medical, dental, mental health care, and education.

Under general direction of the Deputy Commissioner, and the Associate Commissioner, the Assistant Commissioner of Behavior Management is responsible for planning and day-to-day oversight of the administration and operation of the Horizon Juvenile Center.

Some specific duties include, but are not limited to:

Oversight and Management of Detention operations
  • Assist with the oversight of the operations within Horizon Juvenile Center ensuring that the facility and residences are operating optimally and in accordance with all relevant federal, state, and city laws, as well as any additional oversight mandates or requirements.
  • Oversee and ensure cohesive juvenile detention center management, including programming, case management, recreation, skills-building, education, and food service.
  • Manage the training and development of Detention personnel including, but not limited to, the following:
Detention Supervisory Core Training
Detention Leadership Development Program
STRIVE Behavioral Program Mode
CBT/CBT 2.0 Core Program Model
  • Ensure the implementation, tracking, and monitoring of core program models.
  • Conduct assessments and provide guidance and authoritative recommendations to the Deputy and Associate Commissioner on Behavioral Services best practices for the facility.
  • Review and assess overall programmatic efficiency, including procedures, organizational structure, and financial and technological systems, implementing performance improvement initiatives as needed.
  • Ensure that all youth services are coordinated within interdisciplinary teams and that family engagement is promoted.
  • Maintain cooperative productive relationships with community groups, union locals, public and private agencies, and oversight agencies.
  • Coordinate with secure detention leadership to ensure alignment of practice across facilities.
  • Undertake other duties as assigned by the Deputy or Associate Commissioner.

Implementation of program performance improvement initiatives
  • Develop and asses key data metrics related to educational hours and attainment, programming utilization, health and mental health availability and utilization, for monitoring and reporting to.
  • Continue implementation of staff hall-based interdisciplinary teams within the secure juvenile detention center; institute standardized supervisory practices that support staff development; implement a strong incentive driven youth behavior management system; seek out national detention best practices for working with an older youth and young adult population.
  • Develop quality assurance tools and processes and develop a culture of continuous quality improvement.
  • Work closely with model developers and the ACS James Satterwhite Academy to adopt best practices in custody and management of juvenile justice systems.

Minimum Qualifications


1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or

2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.

The preferred candidate will possess some or most of the following: - Demonstrated superior judgment and management abilities. - Ability to work with and understand adolescents and their families. - An understanding of juvenile justice theories and approaches. - Experience with psychology and adolescent psychology. - Experience with the juvenile justice system and related systems. - An understanding of the functions and operations of juvenile detention. - Experience and ability managing professional and civil service staff. - Ability to problem solve and make decisions in a timely manner. - Ability to work under pressure and with tight deadlines. - Strong organizational, written, and oral communication skills. - Ability to lead and work as part of a team, as well as independently, to achieve necessary results. - Ability to wield influence without authority. - Ability to prioritize tasks and undertake several critical projects at one time.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
