Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $84,981 - $97,728.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

The Provider Outcomes and Analysis Unit within the Office of Research and Analytics (ORA), part of the ACS Division of Policy, Planning, and Measurement (DPPM), evaluates agencies on their performance in meeting child welfare metrics, ensuring accountability and service quality. This assessment includes tracking key indicators such as safety, permanency, and well-being outcomes for children and families. By analyzing data and trends, the unit identifies areas for improvement and supports agencies in enhancing their effectiveness in child welfare services.

Increasing the accountability of provider agencies and monitoring their performance is a critical function of ACS’s work. The Analysts will support the development of methodologies to improve the evaluation of contract agencies providing foster care and prevention services and be responsible for the ongoing performance reports including Scorecard reports, and ad-hoc analysis. The Analyst will report to the Deputy Director of Provider Outcomes and Analysis within the Office of Research and Analysis.

KEY RESPONSIBILITIES:

  • Develop performance measures and reports using individual/case-level data.

  • Design and refine evaluation methodologies for prevention and foster care programs.

  • Ensure alignment of performance indicators across ACS reports.

  • Maintain detailed documentation, including data dictionaries, to enhance analysis reliability.

  • Provide data-driven insights to support the Division of Prevention Services and the Division of Family Permanency Services.

  • Collaborate closely with foster care and prevention service providers.

  • Support data analysis needs for other units within the Division of Policy, Planning, and Measurement (DPPM) and ACS as required.

  • Maintain, update, and develop reports based on established methodologies and performance measures.

  • Design and manage dashboards to track key performance indicators.

Minimum Qualifications


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills


Critical to this position are strong analytical thinking and data analysis skills. The preferred candidate should have: - Strong programming skills in SQL and experience working with relational databases. - Proficiency in programming with R and/or Tableau for data analysis and visualization. - Experience conducting descriptive and multivariate statistical analyses using large administrative databases. - Experience with data visualization techniques and tools to present findings effectively. - Familiarity with SharePoint for organizing, storing, and sharing reports, dashboards, and data resources. - Strong attention to detail, excellent organizational skills, and the ability to meet frequent and changing deadlines. - The ability to thrive in and enjoy working in a team-oriented, results-driven environment. - A background in child welfare policy and operations is preferred.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
